The Consell de Govern has authorised the expenditure of 12 million euros for two calls for “SOIB Training for the Employed” subsidies, with the aim of financing training programmes for training specialities for the period 2022-2025, as proposed by the Regional Ministry of Economic Model, Tourism and Employment. This investment in training will benefit more than 12,000 students throughout the islands.
The aim is to offer training adapted to the needs of the labour market, meeting the productivity and competitiveness requirements of companies and always aimed at improving the employability, professional promotion and personal development of those who undertake the training actions.
The calls for subsidies will make it possible to finance sectoral and transversal training programmes and programmes aimed at the self-employed and social economy workers. On the one hand, it includes training aimed at obtaining certificates of professionalism and key competencies, necessary for access to certificates of professionalism, and, on the other hand, training specialities that do not lead to certificates of professionalism, but are included in the Catalogue of training specialities.
This year, the SOIB has recovered these two calls for applications, which were suspended due to the effects of the pandemic, and the decision to allocate more resources to training for the unemployed as a matter of urgency. One of the main objectives of these training actions that are now being resumed is to put strategic training programmes on the market for the continuous requalification of employed people, a key point in the competitiveness strategy of the Balearic economy that allows for a permanent improvement of the productive model of companies.
For this reason, the training actions to develop the sectoral training programmes belong to ten sectoral areas, which are agri-food, commerce, construction, education and training, hotel and catering and gambling, industry, health, administrative services, and finance and insurance, collective services and transport. The priority transversal competencies of languages, office automation and information and communication technologies have also been incorporated into the training offer.
Requirements of the calls for proposals
Entities applying for subsidies must have accredited training centres located in the Balearic Islands and, in order to provide key competencies, they must be registered in the State Register of Training Entities. The granting of aid for both programmes must be done on a competitive basis in accordance with the principles of objectivity, equality, transparency and publicity.
The training specialities included in the programme must be aimed at employed persons. In addition, unemployed people may participate in a percentage not exceeding 30% of the total number of programmed participants, who must be registered as job seekers.
Likewise, for the design of the grants, the SOIB has taken into account the training needs of the sector, thanks to the collaboration of the Training Council with the direct participation of the most representative business and trade union organisations, the entities of the leading sectors and the intersectoral organisations of the self-employed and the social economy.
“SOIB Formación: no CP for employed persons” is financed by funds from the Ministry of Labour and Social Economy that are distributed annually by the Sectorial Conference of Employment and Labour Affairs, and “SOIB Formación CP for employed persons” is financed by funds from the Ministry of Education and Vocational Training that are distributed through the Sectorial Conference of the System of Qualifications and Vocational Training for Employment. It may also be co-financed by the European Social Fund or any other Community or supranational fund.
