The councillor for the Presidency, Public Function and Equality, Mercedes Garrido, and the director of the Balearic Women’s Institute, Maria Duran, has presented the draft of IBDONA’s activity report for 2021, which will be debated and foreseeably approved by the Consell Rector, the Institute’s highest decision-making body, which meets today.

One of the main data in the report is that in 2021 the Institute has awarded nominative subsidies to the chambers of commerce of the Islands with the aim of promoting entrepreneurship projects aimed at women to support them in the process of business creation.
This project foresees training and informative actions on different legal forms and main aspects of the business model, as well as information on different labour and tax issues. It also takes into account the preparation of the business plan, the communication of all aspects related to the registration of trademarks and trade names, and individualised accompaniment in the search for and access to financing and support.
In total, this project assisted 425 women last year and 190 business plans were drawn up.
In 2021, one of IBDONA’s main projects, SOIB Dona, also continued, to guarantee a year’s work for women who are victims of gender-based violence. In total, 53 women were hired.
Also in terms of reparation for male violence and the outlets that the Government offers women victims, in 2021, as the coordinating centre for protection orders in the Balearic Islands, IBDONA issued a total of 778 accreditations for the situation of male violence, which entail the recognition of different rights and access to various benefits, such as the SOIB’s network of tutors for victims of male violence, the active insertion income for women victims, the green card of the Balearic Islands Transport Consortium, the electricity social voucher, the single-parent family certificate, canteen grants, the minimum living income and exemption from enrolment at the University of the Balearic Islands, among others.
Another of IBDONA’s mainstays is 24-hour telephone assistance and accompaniment for women victims, so that they can be attended to in the event of an emergency and accompanied wherever necessary, such as to file a complaint, to the doctor or to the police. In 2021, a total of 4,505 calls were handled, of which 3,020 were motivated by a situation of male violence.
In total, 5,268 communications have been dealt with (4,505 calls received, plus 612 follow-up calls made and 141 by Whatsapp). There have also been 75 tele-translations, which means 2,602 minutes of translated conversation, mostly into Panjabi, French and Arabic.
The Government has paid special attention to helping women in prostitution through the Lausanne project, which is developed through an agreement with the Casal Petit – Germans Oblates, and which is a specialised temporary shelter for women who want to leave the context of prostitution or who are victims of trafficking for sexual exploitation.
In 2021, three flats continued to be made available for the reception of these women, which have 12 places, 9 permanent and 3 for emergency situations. 26 women have been sheltered, most of them between 36 and 45 years old.
In relation to the prevention of male violence, IBDONA has continued to deploy coeducation programmes in collaboration with the Regional Ministry of Education and Vocational Training. Specifically, it has continued to promote awareness-raising actions to prevent male violence in the educational sphere through the technical cooperation of Convivèxit.
This project aims to promote the active participation of public and state-subsidised educational centres in actions aimed at raising awareness and preventing the different forms of violence against women around the celebration of 25N and 8M and to contribute to reinforcing the empowerment and leadership of women in our society.
In the case of public educational centres, 110 centres participated (56 CEIP, 49 IES, 2 CEPA, 2 art schools and 1 integrated vocational training centre). A total of 757 activities were carried out (599 in Mallorca, 72 in Menorca, and 86 in Eivissa and Formentera). As for the subsidised schools, 13 schools have participated (9 in Mallorca and 4 in Menorca).
Also during the 2021-2022 academic year, the programme “Towards coeducation in educational centres” has been developed, which aims to promote equality between women and men, responding to the needs of teachers for specific training to provide them with knowledge and guidelines for action with students and the rest of the educational community. This year, 43 educational centres and 198 teachers took part.
Another important element in the fight against male chauvinism are the local roundtables against male violence. There are currently 25 local coordination committees, of which 19 correspond to municipalities in Mallorca, 3 in Menorca, 2 in Eivissa and 1 in Formentera.
A total of 179 actions of convocation and agenda have been carried out, both face-to-face and telematic. A total of 2,123 coordination and communication actions have been carried out with municipalities with a local coordination committee and 316 with municipalities without a local coordination committee, which means a total of 2,439 coordination and communication actions without face-to-face attendance.
Other data of interest
Other issues of interest in IBDONA’s report include complaints about sexist advertising. A total of seven complaints were filed in 2021: three on the use of sexist images and treatment in advertising campaigns, newspapers and company signage; two on content that reinforces horizontal segregation by sex and the differentiation of gender roles, and two on the unlawful treatment of the image of women.
The V Strategic Plan for Equality between women and men in the Balearic Islands was approved in 2021, with 209 measures and 797 indicators to measure implementation. It consists of four axes to ensure that the Islands continue to be at the forefront of equality policies: prevention, eradication and attention to male violence; co-education, egalitarian models and training; empowerment of women in the workplace, the economy and social participation, and good governance.
The first guide for action in cases of sexual exploitation of children and adolescents was also launched, with a detection tool that is a leader in the whole of Spain. This tool has been disseminated among all institutions and professionals who have to use it and is currently in the testing period.
Finally, IBDONA has promoted training against male violence, with a course on professional care for women victims in which 72 people participated, a course on equality and male violence in which 30 people participated, a course specialising in sexual violence, in which 122 people participated, and the Feminist Classrooms of Eivissa and Formentera, of which the third edition will be announced very soon.

Representatives of all the parties represented in Parliament, the island councils, the Federation of Local Entities of the Balearic Islands (FELIB), the Council for Women’s Participation, various women’s associations, and the Ministries of Education and Vocational Training, Health, Economic Model, Tourism and Labour, and the Presidency, Public Function and Equality of the Government of the Balearic Islands also form part of the Institute.
