The Health Service of the Balearic Islands will receive €4.5 million from the Ministry of Health for the Primary and Community Care Action Plan 2022-2023.

The Regional Ministry of Health and Consumer Affairs will transfer nearly 4.5 million euros to the Balearic Islands Health Service to promote primary care in the Balearic Islands. These are finalist funds that the Ministry of Health allocates to the autonomous communities to implement the Primary and Community Care Action Plan 2022-2023.

Specifically, the Consell de Govern approved today to grant the Minister of Health and Consumer Affairs the prior authorisation to exercise the competence in matters of authorisation and disposal of expenditure relating to the current and capital transfer file in favour of the Health Service of the Balearic Islands to develop the actions corresponding to the finalist fund 22142 for primary and community care, for an amount of €4,494,247.

On 20 July 2022, the Plenary of the Interterritorial Council of the National Health System approved the criteria for the distribution among the autonomous communities and the territories of the National Institute of Health Management (INGESA) of the finalist funds destined to implement the Primary and Community Care Action Plan 2022-2023. Using these criteria, the Balearic Islands have been allocated 4,494,247.75 euros (2,223,365.68 euros for current expenditure and 2,270,882.07 euros for capital expenditure).

Among the objectives to be met with the application of these funds is that of increasing resolution capacity. This objective is to be achieved by identifying the diagnostic procedures to be carried out in primary care, acquiring the necessary diagnostic equipment and training professionals, as well as optimising administrative processes.

Another objective is to promote quality of care and evidence-based practice.

The specific actions to be carried out are the implementation of the recommendations of practices to be avoided in primary care corresponding to the project “Commitment to quality of scientific societies in Spain” according to the current methodology established between Guía Salud and the Ministry of Health; the full implementation of the recommendations contained in the health strategies of the National Health Service (NHS) that refer to this area of care, dedicating the necessary resources for this purpose, and the promotion of the continuous improvement of the interoperability of regional digital health records as the main element of information exchange between professionals from different areas of care.

The funds also aim to strengthen community orientation, health promotion and prevention in primary care through the development of a community health strategy at the level of the autonomous communities, a training strategy in biopsychosocial approach and community action; and the link to tools for recommending health assets and community resources in the digital health record.
