During the year 2022, the insular institution has interposed 587 acts of infringement throughout Mallorca

2,400 tourist establishments were inspected
In the first year of management of the tourism management service by the Consell de Mallorca, the island institution has carried out 2,389 inspections in establishments throughout the island, of which 1,764 have been in tourist accommodation, 338 to tourist intermediaries and 253 to restaurants and entertainment establishments, among others.
During these controls, 587 infringement actions were initiated. With regard to the distribution by municipalities, most of the infringements have been filed in the most touristy towns in Mallorca, such as Palma (252), Calvià (66), Llucmajor (50), Alcúdia (25), Capdepera (23), Santanyí (20), Santa Margalida (16), Andratx (14), Manacor (12), Pollença (11) and Sóller (11).
During this first year of the Consell’s administration, inspectors have opened a total of 476 acts of infringement in tourist accommodation. Of these, 237 were illegal tourist accommodations. The other infringements were mostly due to the over-commercialisation of the relevant tourist accommodation. The rest of the infringements concerned restaurants and entertainment establishments (76) and tourist intermediaries (18).
The councillor for Transition, Tourism and Sports, Andreu Serra, stressed that “our goal is to continue working hard against illegal activity in tourist accommodation and in the fight against excessive tourism. In 2023 we are increasing the number of inspectors and instructors in order to intensify our efforts to put an end to this scourge.

The Consell de Mallorca has been the competent body for tourism planning since 1 January 2022, when it received the powers transferred by the Government of the Balearic Islands. The service, which depends on the Department of Transition, Tourism and Sports, consists of four basic aspects: tourism management, technical service, inspection service and sanctions service.
The priorities of the 2022 Pla d’Inspecció de ordenació turística have been the control of the application of the decree of excesses and the supervision of tourist holiday stays (ETV) in Palma.
