Extension of the agreement with the Consell Insular de Ibiza for economic reactivation in the area of urban sustainability and efficiency

The Consell de Govern has authorised an addendum to the collaboration agreement between the Administration of the Autonomous Community of the Balearic Islands and the Consell Insular de Ibiza for economic reactivation in the area of sustainability and urban efficiency.

The modification of the agreement extends the deadline for the town councils to finish the actions planned within the Plan for the Improvement of Sustainability and Urban Efficiency by one more year. Thus, the deadline for executing the subsidised actions will be from 1 May 2023 to 1 May 2024. In this way, a response is provided to the difficulties that local councils may have in finishing the works of a plan that aims to generate employment and move towards a more sustainable model.

On 4 November 2020, the Government of the Balearic Islands and the Consell Insular de Ibiza signed a collaboration agreement for economic reactivation in the field of sustainability and urban efficiency. Since then, the institutions have had to deal with the COVID-19 health crisis, which has hindered the execution of numerous actions. They have also had to cope with the sudden increase in the prices of materials and the cost of services, which has resulted in abandoned tenders, new tendering procedures, changes in the prices of work projects, etc. There have also been shortcomings or delays in the implementation of the project.

There have also been shortages or delays in the supply of materials of all kinds. And this has led to delays in the execution of the actions by the local councils receiving the subsidies. The addendum to the agreement provides a response to this situation, which will extend the completion of these projects by another year.

Sustainability and urban efficiency

The Consell de Govern decided on 24 July 2020 to allocate 15 million euros from the fund to promote sustainable tourism to the Plan to Improve Urban Sustainability and Efficiency in order to carry out actions jointly with the island councils and town councils. The agreement specifies the contributions to the island councils as follows: 11.1 million euros for the Consell de Mallorca, 1.8 million euros for the Consell Insular de Menorca and 2.1 million euros for the Consell Insular de Ibiza.

The Plan to Improve Urban Sustainability and Efficiency aims to generate employment and reinforce the Balearic Islands’ commitment to a model of progress based on urban renewal, improvement of basic urban services, energy and environmental sustainability, efficiency in the use of natural resources, protection of the territory, and diversification of an economic model that requires sectors with the potential to create qualified, stable and quality employment.

Each island council issued a public call for subsidies to which the local councils of each island presented projects with the commitment to assume the payment of one-third of the cost so that the projects are financed by three parties: the Government, the councils and the local councils.

The addendum introduced by the Minister of Mobility and Housing in the agreement with the Consell Insular de Ibiza has already been included in the agreements signed with the Consell Insular de Menorca and the Consell de Mallorca.
