National Police

The National Police will have access to the Global Betting Market Investigation Service, which will result in greater cooperation in the development of criminal investigations affecting sports betting and the outcome of competitions. This is stated in the agreement signed by the Director General of the National Police, Francisco Pardo Piqueras, and the Director General of Gambling Regulation, Mikel Arana Echezarreta, who reports to the Ministry of Consumer Affairs.

With this signing, the National Police joins a service that aims to prevent and fight against fraud in the sports betting market and manipulation in competitions through the exchange of information between its participants: the General Directorate for the Regulation of Gambling, the other territorial public administrations, the competent bodies of the Ministry of the Interior, together with the State Security Forces and Corps, the Higher Sports Council, as well as sports federations, professional leagues and gambling operators.

The functioning of the Global Investigation Service is articulated in such a way that its members transmit the information of alerts on possible fraud related to sports betting of which they are aware, so that the members of the service who are authorised, according to their level of access, are aware of such information and can use it to check the implications of the possible fraud committed in their specific field of action.

This signature also entails the establishment of a joint monitoring committee made up of two representatives of each of the signatory parties. The functions of this committee will be to ensure the correct development and execution of the provisions of the agreement, to promote the adoption of the measures and actions necessary for the best fulfilment of the common objectives pursued by the parties and to propose any amendments to the agreement that may be considered appropriate.

Interactive cooperation network managed by the Directorate General for Gambling Regulation

The Global Gambling Market Investigation Service is a technical instrument that is constituted as an interactive cooperation network managed by the Directorate General for the Regulation of Gambling and accessible by telematic means for the participating entities that have joined the service. These include the State Security Forces and Corps, the Higher Sports Council, sports federations, professional leagues and licensed gambling operators.

By means of this instrument, the information that any participating entity can transmit about possible fraud or rigging related to sports betting of which it is aware will be compiled. The objective is that the other members of the system will be aware of this information, through limited access to it, and will be able to use it to check the implications of possible fraud in their specific area of activity.
