The Government of the Balearic Islands initiates disciplinary proceedings against the Ses Salines Town Council for infringements of civil protection, emergency and self-protection regulations

The Government of the Balearic Islands, through the Directorate General of Emergencies and Interior, has initiated a sanctioning procedure for infringements in matters of civil protection, emergencies and self-protection against the Ses Salines Town Hall, specifically, for lack of beaconing and lack of contract for the lifeguard, lifeguard and rescue service on the beaches of Cala Galiota, Es Coto and s’Estanys since 2020.

On 19 July 2022, an incident occurred on the Cala Galiota beach, classified as medium risk. When SEIB112 was alerted of the drowning, no operational data on mobilisable resources associated with this beach was available.

On 25 July 2022, the Directorate General of Emergencies received a report from the municipal coordinator on two incidents that occurred on the beaches of its municipal area resulting in death on 18 and 19 July 2022.

With regard to the collection of data through the Safebeach management application, the lifeguard and lifeguard service has not been entering all the necessary data on a regular basis since 2020.

The facts described imply non-compliance with the provisions of Decree 2/2005, of 14 January, regulating the minimum safety and protection measures that beaches and bathing areas of the Autonomous Community of the Balearic Islands must comply with in terms of the obligations to update the cataloguing of beaches, the updating of rescue plans and procedures for emergencies and evacuation from beaches, beaconing and surveillance of beaches, and the sending of the information required by the Directorate General.

The facts may constitute very serious administrative infringements in terms of civil protection, emergencies and self-protection.
