There will be a total of ten ministries, including a new Ministry of the Sea and the Water Cycle.

With the new structure, the government will save citizens one million euros a year, a saving of 12% compared to the outgoing government.

The Ibizan Antoni Costa will take over as Vice-President and Minister of Economy, Finance and Innovation, as well as the functions of spokesman.

New Ministers of the Government

The President of the Government of the Balearic Islands, Margalida Prohens, today announced the names of the ministers who will form part of the new Government, which she stressed that it combines “experience in the Administration and in the private sector” and that she has done so “with the best men and women in mind, without quotas of any kind”.

In this way, according to the President, the new regional government will have a total of ten ministries, which will be one less than the outgoing one. As a novelty, among the ten areas, the Government will for the first time have a Department of the Sea and the Water Cycle, which will take on the new responsibilities for the coast, as well as the management of ports and water resources.

With the new structure of the Government, where, in addition to a ministry, the number of senior officials and temporary staff will also be reduced, the savings for citizens will be one million euros a year – four million at the end of the legislature – which represents a reduction of 12% with respect to the outgoing Government. “With this, we are fulfilling our commitment to rationalising political spending and reducing the superstructure of the outgoing government,” said Prohens.

The Ibizan Antoni Costa will take over the Vice-Presidency and the Ministry of Economy, Finance and Innovation, which in turn will include the management of European funds, as well as the functions of spokesperson for the Government.

The councillor for the Presidency and Public Administration will be Antònia Maria Estarrellas Torrens and Alejandro Sáenz de San Pedro García will head the new Regional Ministry of Enterprise, Employment and Energy, which will also take on the areas of Industry and Trade.

Dr Manuela García Romero will be the new Regional Minister of Health, and Antoni Vera Alemany will be the new Regional Minister of Education and Universities. Jaume Bauçà Mayol will head the new Regional Ministry of Tourism, Culture and Sports, while the new Regional Minister of Housing, Territory and Mobility will be the Menorcan Marta Vidal Crespo. Catalina Cirer Adrover will occupy the Regional Ministry of Families and Social Services; Juan Manuel Lafuente Mir, the new Regional Ministry of the Sea and the Water Cycle; and Joan Simonet Pons, the Regional Ministry of Agriculture, Fisheries and the Natural Environment.

New councillors

Antoni Costa Costa (Sant Antoni, 1976). PhD in Economics and lecturer in the Department of Applied Economics at the University of the Balearic Islands (UIB). Graduate in Business Studies, graduate in Economics and Master’s degree in Public Finance, Tax System and Tax Procedures and Master’s degree in Autonomous and Local Finance. General Director of Budgets and Financing of the Government from 2011 to 2015. Spokesperson for the Partido Popular in Parliament from 2021 to 2023.

Antònia Maria Estarellas Torrens (Santa Maria, 1968). Graduate in Philosophy and Arts, career civil servant of the Autonomous Community, secretary general of the Regional Ministry of Health and Consumption from 2003 to 2007 and director general of Cooperation and Immigration from 2011 to 2015.

Alejandro Sáenz de San Pedro García (Valencia, 1965). General Director of ASIMA from 2002 to 2023, President of the Spanish Coordinator of Business Parks since 2012 and Vice-Dean of the College of Economists since 2011.

Manuela García Romero (Palma). President of the Official College of Doctors of the Balearic Islands (COMIB) from 2018 to 2020, and, since then, second vice-president of the General Council of Official Colleges of Doctors of Spain (CGCOM). She was previously secretary of the Balearic Corporation for eight years and is attached to the Anaesthesiology Service of the University Hospital of Son Espases.

Antoni Vera Alemany (Andratx, 1973). Graduate in Catalan Philology, teacher, career civil servant of the Autonomous Community, director of the Institut d’Estudis Baleàrics (IEB) from 2011 to 2014 and director general of Education from December 2014 to May 2015.

Jaume Bauçà Mayol (Montuïri, 1972). An entrepreneur at the head of a family business. Mayor of Montuïri from 2010 to 2015 and secretary general of the Federation of Local Entities (FELIB) from 2013 to 2015.

Marta Vidal Crespo (Barcelona, 1977). Expert in Public Law, she was an executive councillor for Urban and Territorial Planning of the Island Council of Menorca and president of the Consortium for the Protection of rural land in Menorca, legal advisor and senior technician at Alaior Town Hall. Currently a practising lawyer, she has been a member of the Consell Consultiu since 2015.

Catalina Cirer Adrover (Palma, 1963). With a degree in Business Studies, she was a Councillor of Governance of the Government of the Balearic Islands from 1993 to 1995. Government Delegate in the Balearic Islands from 1996 to 2003, mayoress of Palma from 2003 to 2007 and executive councillor of the Consell de Mallorca for Social Services from 2011 to 2015.

Juan Manuel Lafuente Mir (Maó, 1963). Lawyer. Graduate in Law and a postgraduate degree in the Legal Regime of the European Union. Legal advisor to PYME-Menorca from 1987 to 1996 and from 2000 to 2014. Director General of Trade of the Government from 1996 to 1999. Minister of Public Administration of the Government from 2014 to 2015. Deputy and spokesman for Institutional Affairs of the Partido Popular from 2015 to 2019, and from 2019 to 2023, second vice-president of the Parliament.

Joan Simonet Pons (Alaró, 1973). Agricultural engineer, town planning councillor of Alaró town council from 1999 to 2003, mayor of Alaró from 2007 to 2015, manager of the Servei de Millora Agrària del Govern de les Illes Balears (Seed) from 2003 to 2007 and managing director of the Fondo de Garantía Agraria y Pesquera (Fogaiba) from 2011 to 2015, and, since then, manager of the agrarian entity ASAJA Balears.
