Ecological Transition launches the third call for applications for the electric vehicle fleet subsidy program

Endowed with 30 million euros, this call reduces the minimum limit of vehicles required to receive support from 25 to 10 units. In addition to the acquisition of vehicles, it also includes the installation of recharging points and fleet electrification actions.

Ecological Transition launches

The Ministry for Ecological Transition and the Demographic Challenge has opened a third call for the MOVES Fleets program, endowed with 30 million euros. The aids seek to deepen the integral electrification of large transport fleets made up of light vehicles -from mopeds to vans-, of companies or public sector entities. As a main novelty, in this third call, the minimum limit of vehicles to be acquired by the beneficiary to qualify for the aid is reduced from 25 to 10 units, keeping the maximum limit at 500 vehicles and the condition that they operate in more than one autonomous community.

Under the Recovery, Transformation and Resilience Plan, the program is managed by the Institute for Energy Diversification and Saving, a body attached to the Ministry for Ecological Transition and the Demographic Challenge, which grants the aid on a competitive basis.

Recharging infrastructure and fleet management.
Proposals competing for MOVES FLEETS III may include not only the acquisition of electric or fuel cell vehicles to replace combustion vehicles. They may also contemplate, in a complementary manner, the development of the battery recharging infrastructure required for the new fleet at the company’s facilities, as well as the acquisition or adaptation of fleet management systems to digitize route control or improve the training of drivers and company personnel to transition the fleet towards electrification.

Among the issues to be taken into account, the number of subsidized recharging points may not exceed the number of incentivized vehicles; a maximum aid limit of 60,000 euros is established for actions to implement fleet management systems and/or training related to the new electric fleet; and the aid limit per beneficiary managing several fleets may not exceed 2.5 million euros.

Three types of eligible actions
Thus, the program provides for three types of eligible actions:

Acquisition of electric and fuel cell vehicles.
Installation of electric vehicle charging points in the company’s parking lots as part of the company’s electrification project.
Accompanying actions in the transformation of the fleet towards electrification, such as the acquisition and implementation of fleet management systems or the provision of driver training courses.
Comprehensive fleet renewal projects that include, at least, the purchase of vehicles (action 1) will be eligible, while actions 2 and 3 will be optional.

As regards the amount of the subsidies, for action 1, it varies according to the type of beneficiary, the type of vehicle and its motorization, and whether another vehicle is scrapped; while for actions 2 and 3, the subsidy intensity is 40% of the eligible costs, which may be increased by 10 percentage points in the case of aid to medium-sized companies and by 20 points in the case of aid to micro or small companies.

The MOVES Fleets program grants will contribute to achieving the milestones set in the “Shock Plan for Sustainable, Safe and Connected Mobility in Urban and Metropolitan Environments”, which constitutes Component 1 of the Recovery Plan, in line with the objectives set by both the National Integrated Energy and Climate Plan (PNIEC) 2021-2030 and the National Air Pollution Control Program.
