This will allow the measures to reduce waiting lists, such as the opening of the new Calvià station and the performance of 100,000 more inspections per year, to come into force at the beginning of the year.

The Central Administrative Court of Contractual Resources has ruled in favour of the Consell de Mallorca in the appeal lodged against the awarding of the new Technical Vehicle Inspection (ITV) service. The contract was awarded last July to Empresa ITV Vega Baja for 33.7 million euros for two years. This resolution will mean that at the beginning of 2025, the measures foreseen in the new contract to reduce waiting lists will come into force, such as the opening of the new station in Calvià, the increase of 55 workers and being able to carry out 100,000 more inspections per year.

The appeal was filed by the current concessionary company against the act of awarding the contract to ITV Vega Baja due to discrepancies with the valuations and the accreditations of technical solvency. The Court of Contract Appeals decided to paralyse the award process during the investigation of the appeal and this meant that the improvements to the ITV service could not come into effect in October as planned.

The Court has now decided to dismiss the appeal, stating that the appellant participated in the tendering process and that the contracting process carried out by the Consell de Mallorca was completely transparent and under the law. It then lifted the suspension of the procedure and empowered the Consell to award the service to ITV Vega Baja for two years.
The new contractor is obliged to increase the number of annual inspections by 100,000, which will mean an increase from 402,000 ITV inspections per year to 502,000. Likewise, the new contract foresees the opening of the new station in the Son Bugadelles industrial estate in Calvià, with 9,000 inspections per month as of January. All of this will be possible thanks to the increase in the workforce with up to 55 new workers, 30 of which will be for the new Calvià station and the rest will be distributed among the stations in Palma, Inca and Manacor.
It should be remembered that the Consell de Mallorca has made great efforts over the last year to reduce the waiting list. Among other things, the contract for the Calvià mobile station, which was due to be closed in June 2023, was extended, which would have meant leaving more than 4,000 monthly inspections without being carried out. It has also been open on Saturdays for some months to speed up inspections. Now, with the new contract, it is expected that the service will have much fewer waiting days for the technical inspection of vehicles.

Another improvement of the new contract is that the F-Brake braking evaluation system for commercial vehicles, buses and trucks will be incorporated in the five ITV stations. Until now, these types of vehicles had to pass the inspection with a full load in order to measure braking, but now this will no longer be necessary. This will reduce inspection time and eliminate inconvenience for transport professionals.
