A total of 1641 civil servants at the service of the town councils and associations of municipalities of the island have attended the different courses, workshops and other formative actions organised by the Department of Economic Promotion and Local Development of the Consell de Mallorca during 2024.

More than 1600 civil servants of town councils have participated in training actions offered by the Consell de Mallorca

The Insular Direction of Municipal Support and Coordination offers these training activities to the municipal workers so that they can acquire the necessary skills to improve the quality of the service they offer to the citizens.

This training offer has been divided into two sections. On the one hand, there are training actions related to the operation and management of a local entity, preferably from the legal, economic, financial, energy management and works and services areas, with special attention to staff with national authorisation.

On the other hand, training activities have been offered on the use of the tools and computer applications necessary to manage the services of a local authority. This program includes, in addition to subjects related to office automation, training on the use of the Internet and social networks in the Administration, artificial intelligence, cybersecurity, digital signature, electronic certificates and ID cards, and training activities related to the protection of personal data in official publications, among others.

In addition to these training actions, the catalogue is expanded and modified according to the needs that arise and the demands, interests and shortcomings detected in the training needs surveys.

The councillor, Pilar Amate, highlighted the ‘positive response to the programming of the activities on offer, which have been designed with the needs and suggestions of the council workers themselves in mind to meet the needs of each job and, in this way, to provide efficient training as closely as possible to the service they provide’.

Content adjusted to staff demand

For her part, the insular director of Municipal Support and Coordination, Beatriz Camiña, has detailed that the training plan is carried out ‘from a previous planning and study of the training needs of the personnel at the service of the town councils’ and is divided between ‘classroom, blended and virtual training actions, to adjust to the demand of the attendees’.

It is worth mentioning that, in this programme, the Consell de Mallorca collaborates with the Ministry of Public Administrations, participating in its Decentralised Plan of Continuous Training and organising several training actions certified by the INAP that are addressed to the staff of the town councils of Mallorca.

Looking ahead to 2025, the training plan is focused on training actions related to subjects such as patrimonial responsibility, Law 9/2017, budget management and fiscal rules, among others. The training plan ‘is an open and flexible document, prepared to meet the possible new needs and demands that may arise during the year’, explained Beatriz Camiña.
