The President of the Government, Margalida Prohens, has presented the Strategic Plan for Transformation, Innovation and Digital Health 2025-2029.

The Strategic Plan for Transformation, Innovation and Digital Health of the Balearic Islands 2025-2029 will guarantee patients of the Health Service a personalised and precision medicine that will provide professionals and citizens with the latest digital innovations to transform and modernise the healthcare system.

The President of the Government, Margalida Prohens, accompanied by the Secretary General of Digital Health, Information and Innovation of the National Health System, Juan Fernando Muñoz; the Minister of Health, Manuela García, and the Director General of the Health Service, Javier Ureña, today presented the Strategic Plan for Transformation, Innovation and Digital Health of the Balearic Islands 2024-2029.

The Balearic Islands’ Strategic Plan for Digital Health will guarantee patients personalised and precision medicine

The Plan aims to transform the relationship model of the health system with citizens, involving citizens in decision-making, eliminating bureaucratisation for professionals, introducing innovation and emerging technologies, enhancing the interoperability of information systems, maximising the value of data in decision-making and measuring the results of decision-making.

The Strategic Plan will enable the Balearic Islands’ public health system to be at the forefront of digital technology and achieve a more participative, preventive, predictive and personalised healthcare system, with the population at the centre of all decisions.

The implementation of the Strategic Plan demonstrates the firm commitment to innovation and collaboration between the public and private sectors to develop digital competencies. More than one hundred professionals and patient associations have participated in different working groups to develop it.

The Plan is ambitious, as it will place the Balearic Islands’ healthcare system at the forefront of technology with 70 strategic projects, including the Citizen Channel, a digital communication platform that will operate as a single window through which citizens will be able to access all digital health services; smart patient monitoring, which, through the use of connected devices, will remotely monitor health to improve care, reduce hospitalisations and optimise clinical management; or the telemedicine platform for remote diagnosis and monitoring of dermatological diseases, which will improve access and reduce waiting times.

The introduction of artificial intelligence in the usual procedures of healthcare professionals will enable long-sought objectives to be achieved, such as the debureaucratisation of consultation and administrative processes to optimise time, improve operational efficiency and reduce the workload of professionals. An advanced control centre for real-time monitoring and management of resources and patients will be implemented to optimise resources, healthcare and decision-making.

The digital transformation of healthcare is aimed at personalised, precision care. In this sense, several personalised digital care platforms will be developed to move towards a proactive and individualised care model, to increase accessibility and improve continuity of care, through the deployment of a comprehensive model of monitoring and provision of face-to-face and virtual care. The advanced genomic analysis platform will improve the diagnosis, prevention and treatment of genetic diseases through massive sequencing, artificial intelligence and specialised databases.

In this sense, the ‘Telesalut mental’ platform will guide healthcare towards a model of mental healthcare that combines virtual and face-to-face services to improve access, continuity of care and efficiency in the mental healthcare of patients. The screening management platform will centralise and optimise the planning, execution and monitoring of population-based screening to improve early detection, administrative efficiency and continuity of care.

In short, the Strategic Plan for Transformation, Innovation and Digital Health 2025-2029 positions the Balearic Islands at the forefront of digital healthcare, with a firm commitment to innovation, collaboration and technological development. Thanks to this roadmap, more personalised, efficient and closer healthcare, focused on the needs of the patient and based on the use of data, artificial intelligence and precision medicine, will be guaranteed.
