The Consell de Mallorca and the UNED Illes Balears sign a collaboration agreement to extend the training of town council workers

For the first time, both institutions collaborate to develop courses to be offered to municipal civil servants

The Consell de Mallorca and the associated centre of the Universidad Nacional a Distancia (UNED) in the Balearic Islands have signed a collaboration agreement to organise training activities in areas of common interest to both institutions to offer them to the staff of the island’s town councils.

In this way, for the first time, lines of joint participation are initiated about the development of the training service managed by the Island’s Directorate of Municipal Assistance of the Department of Economic Promotion and Local Development. The intention is to expand the catalogue of courses and conferences offered by the island institution to municipal workers.

The institutional act of signing the agreement was held at the headquarters of the Consell de Mallorca and was attended by the president of the Consell de Mallorca, Llorenç Galmés; the director of the UNED Balearic Islands, Judith Vega Avelaira, as well as the councillor of Economic Promotion and Local Development, Pilar Amate, and the insular director of Municipal Assistance, Beatriz Camiña, on whom the training service for municipal workers depends.

Improving service to the public

After the signing ceremony, the president of the Consell stressed ‘the importance of the collaboration with the UNED, as it will help public employees in our local councils to benefit from a wider range of training, which will undoubtedly improve customer service’.

In this regard, Pilar Amate added that ‘extending the training catalogue for workers was one of the first actions we undertook at the beginning of this term of office. My department advocates improving the professionalisation of the human factor in the administration.

Therefore, public employees have to be constantly learning, because the Mallorcan people have to receive, from the administration, an updated, agile and quality service’, in this sense, he explained that “this new path of collaboration that we open today with the UNED represents an added value given the numerous certifications that prove that the UNED brand is synonymous with the highest quality, since the training is given by great professionals who are experts in their field”.

In detailing what the agreement will mean for both institutions, the UNED will provide its facilities free of charge for the Department of Economic Promotion and Local Development’s courses and will collaborate to hold jointly managed courses for which it will issue the corresponding certificate. This initiative will allow staff with functions directly related to municipal management to access courses 0 and university extension courses, as well as the teaching material and certification offered by the UNED.

For its part, the Department of Economic Promotion and Local Development will set up a space on its website to publicise the courses organised by the UNED-Balearic Islands, as well as pay the enrolment fees for those courses that are related to the institution’s training catalogue and in which it decides to collaborate and refer students.

It should be noted that the training service of the Municipal Assistance Department has already programmed eleven conferences and eight courses for this year 2025, with a forecast of more than a thousand student applicants, so collaborating with the UNED will expand the catalogue and reach more participants.
