The region stands out above the national average in meeting employment-related objectives
The Minister of Business, Employment and Energy, Alejandro Sáenz de San Pedro, together with the Regional Secretary for Employment, Labour and Social Dialogue, Catalina Cabrer, took part today in the 86th Sectoral Conference on Employment and Labour Affairs. During the meeting, the Government proposed modifying the evaluation parameters for performance objectives, with the aim of better adapting them to the specific labour market conditions of the Balearic Islands.

The Balearic Government Highlights the Importance of the “Fijo Discontinuo” Contract at the Sectoral Conference on Employment and Labour Affairs
In this context, the Balearic Government emphasised the significance of the “fijo discontinuo” (discontinuous permanent) employment contract as a key element in assessing labour policies in the region.
In 2025, the Balearic Islands will receive a total of €62.5 million from the funds allocated by the Sectoral Conference on Employment and Labour Affairs. Of this amount, €60 million will come from direct distribution, while the remaining funds will depend on the achievement of predefined objectives. The Balearic Employment Service (SOIB) was recognised for its improved performance in meeting objectives throughout 2024, showing significant progress compared to 2023.
Alejandro Sáenz de San Pedro, Minister of Business, Employment and Energy, stated:
“We are very pleased with the increased objective achievement by the SOIB. This is a clear sign that we are moving in the right direction to improve employability in our region.”
However, he also stressed the importance of continuing efforts to adapt performance indicators to the unique features of the Balearic labour market.
Catalina Cabrer, Regional Secretary for Employment, Labour and Social Dialogue, also expressed her satisfaction:
“We are pleased that our proposal to consider the particularities of our labour market has been well received. This and other approaches to evaluating objective achievement were acknowledged by SEPE (Public State Employment Service), and for the first time, the Sectoral Conference has proposed a more flexible approach to assessing PAFED (Annual Plan for the Promotion of Decent Employment) performance indicators for 2025—especially regarding specific groups requiring tailored attention, such as vulnerable individuals, those over 45, and people with disabilities. The Balearic Islands implement effective active labour policies for these groups.”
The Regional Secretary added that:
“This measure is considered essential to ensure that indicators more fairly reflect the particularities of the Balearic labour market, allowing employment policies to be more effective and better suited to the local reality.”
This flexibility proposal will be further evaluated in upcoming sectoral committees and represents a significant opportunity to align performance criteria with the specific challenges of the region. The possibility of reviewing and adapting PAFED’s target indicators opens the door to a more efficient resource management system—one that improves the alignment between the Balearic labour market needs and public employment policies.
