The agreement will allow the Government’s emergency viewer to integrate cameras located at strategic points across the Balearic Islands.
The Ministry of the Presidency and Public Administration has formalised a collaboration agreement with the company IB-RED (Red Digital de Telecomunicaciones de las Islas Baleares SL) for the provision and use of images captured by cameras owned by the company, as part of an effort to improve surveillance systems and emergency response capabilities.

The Government Signs Agreement with IB-RED to Improve Emergency Management Through Real-Time Imaging
The agreement, signed by the Minister of the Presidency and Public Administration, Antònia Maria Estarellas, and the Deputy Director of IB-RED, Juan Ochogavía, will enable the Directorate General for Emergencies and Interior (DGEI) to access real-time images from the AVISTA project—a network of cameras installed at high-visibility, strategic points throughout the Balearic territory.
One of the main functions of the Directorate General for Emergencies and Interior is to manage emergencies and civil protection using multimedia tools and geographic information systems to ensure the most effective possible response. Therefore, this integration provides a highly valuable tool for the effective management of emergency and civil protection situations. With the integration of these images into its viewer, the Government of the Balearic Islands is taking another step forward in modernising and optimising resources and data to protect both citizens and territory.
“We are very pleased to sign this agreement today, which represents progress toward the objective we set from the start: to implement all available tools to improve prevention and response systems in critical or emergencies,” stated the Minister.
According to Estarellas, integrating these cameras into the Directorate General’s network allows for greater access to real-time information, providing an additional detection mechanism when a situation escalates.
Currently, IB-RED operates 39 cameras across the Balearic Islands: 26 in Mallorca, 6 in Menorca, 4 in Ibiza, 2 in Formentera, and 1 in Cabrera. These cameras offer wide and up-to-date visual coverage, with the potential to enhance the response capacity of the DGEI’s technical and operational personnel in risk situations.
“At IB-RED, we believe local companies have a responsibility to contribute to the community. Making our infrastructure available for emergency management is a way of contributing, from the tech sector, to society,” said Juan Ochogavía, Deputy Director of IB-RED.
This agreement, which is valid for four years and does not involve any financial compensation, strengthens public-private collaboration and highlights the role of new technologies as key allies in managing urgent and high-risk situations.
