The Balearic Government Calls for Responsible Behaviour to Ensure Safe Sant Joan Festivities in Ciutadella: “The Best Party Is One Lived with Common Sense”

The regional government is allocating over €90,000 from various ministries to support the safety and emergency response system during the Sant Joan festivities.

The Government of the Balearic Islands is dedicating over €90,000 to the security and emergency plan that will support the Ciutadella City Council during the 2025 Sant Joan Festivities.

The Ministry of Presidency and Public Administration has earmarked €50,000 through the Directorate General of Emergencies and Interior to manage and coordinate the emergency response operation, which includes multiple teams. Among them are 7 personnel from the Directorate General, including technicians and agents from the Emergency Operations Unit of Mallorca and Menorca. As for local police deployed from Mallorca, the Balearic Institute of Public Safety (ISPIB) has coordinated the presence of 41 officers in Ciutadella, including school safety officers from the municipalities of Inca, Porreres, Alcúdia, Bunyola, Lloseta, Felanitx, Sóller, Selva, and Pollença.

These officers will mainly focus on managing altercations, fights, alcohol poisoning, drug use, visits to local businesses to inform about current alcohol regulations for minors, access control points, and the preventive removal of glass containers in the Pla game area and Santa Clara Street.

The Directorate General of Emergencies and Interior has also coordinated 51 volunteers32 from Mallorca and 19 from Menorca, coming from local civil protection groups: 5 from Marratxí, 3 from Vilafranca de Bonany, 3 from Lloseta, 5 from Montuïri, 1 from Sóller, 3 from Artà, 1 from Porreres, 2 from Escorca, 2 from sa Pobla, 1 from Muro, 1 from Selva, 1 from Bunyola, 2 from Palma, 2 from Santanyí, 16 from Ciutadella, 2 from Sant Lluís, and 1 from Ferreries. They will reinforce the security efforts and support Ciutadella’s local police and the Red Cross, especially in medical and logistical tasks.

The Emergency Department’s functions will include providing technical advice, coordinating with participating agenciestraining civil protection volunteers, verifying equipment and connections, supplying human and technical resources, reinforcing telecommunication systems to enhance communication among police and civil protection units, and monitoring the beaches throughout the celebrations. Additionally, the 112 operations centre will be reinforced with an extra phone operator and assistant on the night of Sant Joan to ensure service across the islands.

The Balearic Health Service is also reinforcing emergency care systems: the Canal Salat Health Center will have an additional doctor 24 hours a day on June 23, 24, and 25; another doctor for morning and afternoon shifts on June 21 and 22; and an extra nurse 24 hours a day from June 21 to 25. There will also be additional orderlies at night from June 20 to 24 and during the day on June 25.

The SAMU 061 emergency service will increase its resources with a Delta unit available 24 hours a day, starting on June 22, along with a 24-hour scheduled transport ambulance, a rapid response vehicle, and an additional basic ambulance during the night. SAMU 061 will also have a multiple-victim incident response unit on standby. This additional setup totals €30,000€7,500 for primary care and €22,500 for ambulance and GSAIB reinforcements.

The Ministry of Economy, Finance and Innovation is reinforcing the TetraIB telecommunications network (used by emergency and security services) with a mobile communication station provided by IB Digital, at €1,500.

Additionally, Ports of the Balearic Islands (Ports IB)—under the Ministry of the Sea and Water Cycle—will cover extraordinary expenses to ensure the safety and proper functioning of Ciutadella’s port during the festivities. A specific surveillance service has been contracted for the interior and exterior areas of the port for €5,700, plus an estimated €5,000 in extra hours for Ports IB staff.

The Government reminds all Sant Joan participants in Ciutadella of the importance of responsibility and cooperation to ensure a safe celebration:

  • Make way: During the Plagues, help create a clear corridor so that horses and riders can pass safely and spectacularly.
  • Strollers: Avoid using strollers in crowded areas—they pose a danger to both children and the event.
  • Be cautious: If you’re unfamiliar with the event and horses, proceed with care—horses are powerful and unpredictable for those unaccustomed.
  • Avoid excess: With horses and crowds, it’s essential to stay alert. Overconsumption of alcohol can put you and others at risk.
  • Bottles and cans: Discarding glass bottles or cans on the ground is dangerous for horses; many falls are caused by such debris.
