The plan includes investments in healthcare, education, social care, water cycle, IBAVI housing developments, mobility, sustainable tourism, and security infrastructure.
The President of the Government of the Balearic Islands, Margalida Prohens, has presented the “Illes en Transformació” plan — a comprehensive set of public infrastructure investments totalling €3.8 billion over the coming years to drive the transformation of the Balearic Islands.
The plan encompasses infrastructure investment in healthcare, education, social care, water management, housing by IBAVI, mobility, sustainable tourism, and public safety.

President Prohens Presents the “Illes en Transformació” Investment Plan, Allocating €3.8 Billion to Public Infrastructure
“Two years in, we now have a complete vision of infrastructure investments for the years ahead — investments that had been postponed for twenty years in this region. Looking at the plan as a whole, it’s clear: we are witnessing the transformation of the Balearic Islands,” stated President Prohens.
Prohens presented the “Illes en Transformació” plan alongside government ministers, UIB Rector Jaume Carot, and key social and economic stakeholders of the Balearic Islands.
“Illes en Transformació” in Detail
The president detailed investments by sector:
- Education: The ambitious Educational Infrastructure Plan includes the construction of 77 new schools, 60 expansions, and 158 renovations. It will create 1,554 preschool places (0–3 years) in 42 schools and includes projects like the District of the Arts and a new university residence. Total estimated investment: €600 million over the next 10 years.
- Healthcare: A €450 million plan through 2028 will finance 27 new health centres, the new Felanitx Hospital, expansion of Manacor Hospital and Verge del Toro, and acceleration of the Son Dureta Health Complex.
- Social Care: The Sociosanitary Infrastructure Plan allocates €150 million for the construction of 14 new care homes and 5 renovation projects to address the needs of chronic care and ageing population.
- Housing: Over the past two years, through municipal agreements, around 1,000 public rental housing units have been planned, with IBAVI investing over €137 million in the coming years.
- Mobility: €150 million is allocated to improve TIB intercity bus services and complete the metro line to ParcBit. Two major rail projects, worth €1.4 billion, are underway: the train to Llucmajor and the train to Alcúdia. Prohens reaffirmed the government’s commitment to a new rail agreement with the Spanish government.
- Water Cycle: Through the Ministry of the Sea and Water Cycle, €713 million is earmarked for new projects, including three new desalination plants, improved treatment systems, and better network efficiency and water purification via island councils and municipalities.
- Sustainable Tourism: €284 million is allocated to sustainable tourism initiatives, including projects like the Capsa de Música, expansion of Ibiza’s Convention Centre, preservation of Menorca’s rural landscape, acquisition of public estates, and strategic projects in Palma such as a new exhibition centre and the renovation of Plaça Major.
- Public Safety and Emergencies: €24 million will fund the new Security District, the Balearic Public Safety School, the Emergency Services headquarters, and a new 112 centre.
President Prohens emphasised that these investments complement ongoing initiatives in housing, health, and sustainability — long-term challenges that require strategic planning and a solid roadmap, not just short-term measures.
“After two years of governance, we can proudly say: we have the ‘Illes en Transformació’,” she concluded.
