The Balearic Parliament has approved a new law aimed at unlocking and accelerating urban and developable land through the creation of Strategic Residential Projects (PRE), to increase affordable housing for long-term residents in the Balearic Islands.

Balearic Parliament Passes Law to Fast-Track Affordable Housing and Prioritise Local Residents

🔑 Key measures:

  • Residency requirement: Only individuals with at least 5 years of residency in the Balearic Islands will be eligible for affordable housing.
  • Fast-track process: Planning and construction timelines will be reduced from over 10 years to approximately 18–24 months.
  • Rental obligation: At least 50% of protected housing must be allocated for rent.
  • Youth housing reserve: 30% of limited-price housing in each development will be reserved for people under 35.
  • Public sector housing: In larger municipalities, specific housing will be reserved for public employees.
  • Transition areas: Municipalities with more than 20,000 residents may reserve up to 100% of land in expansion zones for affordable housing, under strict conditions.

🚫 Anti-squatting measures:

  • Individuals convicted of squatting or unlawful occupation in the last 5 years will be ineligible for housing assistance or protected housing.

📌 Affected municipalities:

The law applies to the 25 municipalities with over 10,000 residents, and some measures are specifically applicable to the 13 with more than 20,000.
