The Balearic Islands have approved a new regulatory framework to modernise the service responsible for protecting and monitoring public buildings and facilities, aligning it with current security risks, technological advances, and updated legal standards.
The new regulation replaces a system that had been largely unchanged since the mid-1990s and no longer reflects today’s security challenges, digital surveillance tools, or the complexity of public infrastructure. The aim is to ensure effective protection of public assets as well as the safety of employees and citizens who use these facilities.
The regulation clearly defines the operation of the Public Administration Security Service, which is attached to the Directorate General for Emergencies and Interior Affairs. Its responsibilities include access control, on-site and electronic surveillance, security planning and system oversight, management of the Security Control Centre, and incident response.
It also introduces a clear internal structure, including leadership, operational units, and technical support areas, improving coordination and efficiency across the administration.

The Balearic Islands update regulations to strengthen security in public buildings
A key aspect of the reform is the updated legal status and training framework for security personnel, partially developing the public security career path within the regional civil service. The regulation also provides a mechanism for labour staff to transition into civil service positions, in accordance with public employment rules.
Regarding private security companies, the new framework allows continued outsourcing through public procurement, but stipulates that all private services must operate under the direction and supervision of the public security service, ensuring consistent standards and coordinated action.
With this reform, the Balearic Islands establish a modern, robust, and future-ready security model, enhancing the protection of public buildings and the essential services delivered within them.
