Spain’s Ministry of Equality has introduced a new monitoring and oversight system to supervise the implementation of the measures and recommendations agreed upon by crisis committees established following gender-based violence murders. The initiative is designed to strengthen the effectiveness of institutional action through regular evaluations of each recommendation, promoting a more coordinated and prevention-focused response.
The new framework brings together 74 recommendations grouped into nine key areas of action. Each recommendation clearly identifies the public administration, institution or organisation responsible for its implementation, making it possible to monitor progress more accurately and conduct comprehensive reviews every six months.
Crisis committees carry out detailed assessments of both the background and circumstances surrounding each case to identify opportunities for improving prevention, protection and response mechanisms. These meetings involve representatives from several government ministries, public administrations, judicial bodies, prosecution services, law enforcement agencies and regional authorities, reinforcing a collaborative institutional approach.

The recommendations include measures aimed at increasing public awareness, promoting responsible media coverage of gender-based violence, strengthening specialised training for professionals and improving coordination between institutions. They also propose enhanced protocols for assisting victims facing particularly complex situations and improvements to early detection systems in sectors such as education and healthcare.
The document further outlines initiatives to reinforce prevention within the education system, strengthen comprehensive victim support services, improve judicial procedures and enhance resources such as Victim Assistance Offices, Comprehensive Forensic Assessment Units, free legal aid and risk assessment tools, including the VIOGEN system and comparable regional platforms. In addition, it incorporates measures focused on addressing vulnerability and integrating an intersectional perspective into public policies aimed at combating gender-based violence.
