The Regional Ministry of Education and Universities is moving forward with the future Palma Arts District following the transfer of €1,220,021.67 to the Balearic Institute for Educational Infrastructure and Services (IBISEC). The funding will finance the drafting of the construction project for the three buildings that will house the Higher Conservatory of Music of the Balearic Islands, the Higher School of Dramatic Art of the Balearic Islands (ESADIB) and the Higher School of Design of the Balearic Islands.
The Regional Minister of Education and Universities, Antoni Vera, presented the latest progress during an event at which architects Jaime Coll, Judith Leclerc and Antoni Barceló, responsible for the winning proposal in the ideas competition, outlined the main features of the future complex. The event was also attended by Palma Mayor Jaime Martínez; First Deputy Mayor Javier Bonet; Antoni Planas, academic director of the Centre for Higher Artistic Education of the Balearic Islands (EASIB); EASIB manager José Manuel Martínez; and IBISEC manager Belén Lloret.

Education promotes Palma’s Arts District and transfers €1.2 million for the drafting of the project
The transfer provides IBISEC with the necessary funding to commission the drafting of the project, an essential stage in the development of the new educational and cultural complex. The drafting process is expected to take approximately nine months and will be divided into three stages: preliminary design, basic project and executive project.
The project will be developed by the joint venture formed by Coll-Leclerc Arquitectos and Barceló-Balanzó Arquitectes, whose Es Born proposal was selected through the ideas competition launched to shape the future Arts District.
The architectural plan provides for 22,315 square metres dedicated to higher artistic education and establishes continuity with the existing Conservatory. The complex will be organised around a central promenade almost 30 metres wide, designed both as a public space and as the main connection between the three educational buildings.
This central area will include green spaces, student work areas, multipurpose outdoor facilities, a cultural agora, a library, a restaurant-cafeteria and spaces for performances and events open to the public. The concept aims to make the Arts District not only an educational campus but also a cultural meeting point fully integrated into Palma.
The Higher Conservatory of Music will cover 8,541 square metres and will include a 310-square-metre orchestra hall, a choir room, specialised classrooms, recording facilities and research areas. ESADIB will occupy 5,245 square metres and will feature a flexible performing arts hall, a dubbing studio, dressing rooms and training spaces. The Higher School of Design will have 6,767 square metres, including workshops, classrooms, multipurpose areas and a conference hall.
Bringing these higher artistic studies together in a single location will replace the current model in which they are taught at different sites across Palma. The new setting will encourage collaboration between music, performing arts and design while providing students with improved facilities specifically adapted to their academic and creative needs.
The overall investment planned for the new infrastructure exceeds €53 million. The development will provide higher education in music, dramatic arts and design with modern, accessible facilities designed specifically for each discipline.
Conceived as an open environment connected to the city, the future Arts District is expected to become a major centre for education, creativity and cultural activity. The project will strengthen higher artistic education and contribute to reinforcing Palma’s position as a leading educational and cultural hub in the Balearic Islands.
