The stabilization plan has been launched to convert 2,305 temporary professionals to interim positions.
The stabilization plan and the public employment offers planned by the Health Service will make it possible to reduce by 38% the number of temporary workers in the public health network. Both measures are part of the employment stabilization policy of the Govern and are one of the main commitments of the Health Service to try to reduce casualization, eliminate precariousness and offer stability to the workers of the public health system.

The strategy to consolidate public employment has two lines of action: the first is the stabilization plan, which will stabilize 2,305 workers, who will go from temporary to interim; and the second, the public employment offers which, once concluded, will lead to the awarding of 3,894 permanent positions for workers in the public health system.

Stabilization plan: 2,305 stabilized jobs

The stabilization plan will make it possible to consolidate 2,305 jobs with the conversion of these positions from temporary to interim workers. This will make it possible to consolidate the workforces and also to build the loyalty of public health professionals. Of the total number of jobs to be stabilized, the following categories are already in a more advanced process:

Specialist doctor (family, emergency, hospital…): 237 positions.

Nurse: 448 vacancies

Nurse specialist: 58

Technician/technician of auxiliary nursing care: 185

Management and services: 219 (79% of these positions correspond to the administrative group, administrative assistant and orderly).

Physiotherapist: 22

In this first phase, the Health Service stabilizes the workforces by focusing on those positions occupied by temporary personnel with more than two years of seniority and transforms them into interim personnel. Once this process has been completed, and after analyzing the needs of the workforce, the Health Service will begin a second phase in which interim staffing processes will be implemented for jobs that until now have been filled by temporary workers.

At the end of these two phases, these positions will be eligible to be included in the competitive examination processes already planned or in other future ones. These actions imply an important transformation of the jobs from temporary to structural. This will provide greater stability and solidity to the public health system.

Public employment offers

The Health Service has been committed to strengthening and promoting the call for selective processes derived from the various public employment offers since 2015. The balance is as follows: 3,894 people will obtain a permanent position in the public health system of the Balearic Islands when all the selective processes currently underway are completed.

This is a change of course in terms of human resources, with the clear objective of stabilizing employment, reducing precariousness and recovering labor rights.

Of all these positions, 2,362 workers have already been incorporated to a permanent position (completed processes) and 1,532 positions are in processes already initiated in different phases (ongoing processes).

a) Completed selective processes: 2,362 professionals for 31 categories.

These are processes that have ended and whose vacancies have already been awarded. Among the 2,362, the 1,036 positions awarded last October to nursing personnel and the current process of incorporation of 332 administrative assistants to their new positions stand out. Next January, 85 positions are expected to be awarded (67 specialist doctors, 9 pathological anatomy technicians and 9 maxillofacial technicians).

b) Selective processes already initiated in different phases: 1,532 vacancies for 37 categories.

These are selective processes that have already begun, regardless of the phase, they are in. These include 300 positions for area specialist physicians in 26 categories, 649 positions for nursing care technicians (to be examined on December 12) and 351 positions for orderlies. There are also 83 vacancies for specialist nurses (emergency, mental health…), 73 for physiotherapists or 12 vacancies for documental technicians. In addition, last November 28, the selective tests were held for another 64 vacancies belonging to five categories (oral hygienists, optometrist optician, occupational therapist, social worker and dentist).
