Ahead of San Sebastian, the Govern is calling for maximum caution, bearing in mind that all the islands are at level 3 health alert and the virus continues to infect and kill. It should be remembered that when a territory is at health alert level 3 or higher, and in the field of popular festivals, capacity controls will have to be established for access to all events held in open spaces or outdoors, such as open-air dances, concerts, popular dances, al fresco dinners or similar, associated with the celebration of popular festivals, whatever the specific denomination was given to one or the other.
Specifically, the following measures must be observed:
a) Foguerons
No torradas may be organised, nor may areas be set aside for the consumption of food and drink. Dancing activities (popular dances) that may take place at any event must be carried out with the obligatory use of masks and in delimited areas.
b) Religious celebrations
Religious celebrations must at all times respect the maximum capacity of the places of worship. Participants must remain seated and wear masks. The entrance and exit of the place of worship must be done in an orderly manner, avoiding the same access or exit.
c) Parades, beneïdes
Care must be taken to ensure that the public attending these activities (who participate in a static manner) do so at a safe distance. For this reason, measures must be implemented to make it possible to make the space where they take place more spacious. It is recommended to widen the routes and/or extend the areas where these activities take place in order to avoid crowds of people.
d) Popular mass events, such as, for example, the demons’ dance, demons’ captas, the Ternelles pine tree festival or concerts linked to popular festivals.
These events must be held in delimited areas and access control must be guaranteed to ensure that the capacity is respected. Entrance and exit must be done in an orderly manner, avoiding the same access or exit, and the audience must be seated. The maximum possible distance between those attending the event must be ensured. The use of face masks is compulsory, even if the event is held outdoors. Events and activities may be held with a maximum of 80% of the capacity of the venue in enclosed spaces and 100% of the capacity in open-air spaces.
