The President of the Government, Francina Armengol, today announced a public employment offer of more than 10,000 positions in the public services of the Autonomous Community. This is a historic process of staff stabilisation that will reduce the temporary employment rate to below 8% in Education and Health, and to 0% in the general services of the Autonomous Community.

Armengol assured that this number of places “is very high and historic” and that it can be achieved “because we are not starting from zero”. In this regard, he recalled that in the last seven years “we have carried out many processes of competitive examinations and stabilisation of staff, always in dialogue with the unions”, which have allowed us to reduce the number of temporary positions in both general services and in health and education. The President also stressed that “with this agreement, we are taking a definitive step in this direction” which translates into “a stronger health system, top-quality education and a streamlined and accessible administration” in which its employees carry out their work “with better working conditions”.

The Consell de Govern has today approved the Proposal of Agreement approving the public employment offer for the stabilisation of interim staff to reduce temporary employment in the Administration of the Autonomous Community. This complements Law 20/2021, of 28 December, on urgent measures to reduce temporary employment in the public sector. This law establishes that all public administrations must reduce temporary employment to below 8% by the end of 2024.

This agreement, negotiated in the respective months of negotiations with the trade unions, will involve the stabilisation, within the framework of Law 20/2021, of 8,644 posts. To these must be added 776 more posts that will be stabilised corresponding to previous vacancies in the general services and more than 1,000 more posts that are expected to be put out to tender in Education to cover the replacement rates for 2020, 2021 and 2022.

The forecast, as also set out in Law 20/2021, is that all processes will be completed by 31 December 2024.

Health

Public health is the sector in which most posts will be increased. Specifically, this involves 4,114 posts and a reduction in temporary employment to below 5%. Of the total number of posts, 1,605 will be open to competition and 2,509 to competitive examinations. The latter figure also includes competitions from previous years which were in the first phase of the call for applications.

It should be borne in mind that this is the continuation of a stabilisation process initiated in the last legislature. In fact, in the last seven years and through different processes, 4,751 Health Service workers have obtained a permanent position, of which 2,782 have already been incorporated and 1,969 correspond to processes that have already begun and are in different stages of development.

Education

The public employment offer for non-university teaching staff in the service of the CAIB within the framework of Law 20/2021 will be 2,646 positions, which will be put out to tender this year 2023. Of this total, 2,554 will be competitive examinations, while the remaining 92 positions will be competitive examinations.
