\Fostering lifelong learning for adults is one of the essential elements to make lifelong learning effective.
The Consell de Govern today authorised the signing of the agreement between the Department of Education and Vocational Training and the Consell Insular de Menorca to promote adult education on the island through adult education centres (CEPA) during the 2022-2023 academic year.
It should be noted that one of the aims of this agreement is to promote the lifelong learning of adults as one of the essential elements to make lifelong learning effective, which facilitates the incorporation into the different education programmes, and favours the reconciliation of learning with other responsibilities and activities. Furthermore, it also allows this group to acquire, update, complete or broaden their knowledge and skills for their personal and professional development.
Through this agreement, the Regional Ministry supports the courses offered by the Consell Insular de Menorca in collaboration with the island’s eight local councils. Likewise, it will maintain the pedagogical direction of these teachings through the management teams of CEPA Joan Mir i Mir de Maó and CEPA Ciutadella, with the aim of ensuring the quality of the offer for adults. In this sense, the enrolment process, the certification management system and the evaluation procedures of the educational process will be the same as those established by Education for all adult education centres. Students will be subject to the regulations and the Department of Educational Inspection of the Regional Ministry, and teachers who are contracted for more than half a day will form part of the teaching staff of the centre. Thanks to this collaboration, the Regional Ministry will contribute to the costs of additional staff and the facilities where the training activities will take place.
On the other hand, the Consell Insular de Menorca and the local councils of the island finance, through a collaboration agreement, the contracting of a company that provides the teaching staff to complete the training offer of adult education in the municipalities of Menorca. This contract, awarded by open tender to the company Servicios Educativos de Menorca, SA, for a period of four years, has been in force since 1 September 2018. The contract also includes the coordination work of the adult education centres in the municipalities of Alaior, Sant Lluís, es Castell, es Mercadal, Ferreries and es Migjorn Gran. In addition, it also assumes the management and coordination costs of the entity that carries out these tasks, in accordance with the agreement with all the island’s town councils.
This collaboration was recovered seven courses ago, after two years of paralysis as a result of Decree-Law 2/2014, of 21 November, on urgent measures for the application in the Balearic Islands of Law 27/2013, of 27 December, on the rationalisation and sustainability of local administration.
This agreement, in which all these actions will be incorporated, will be effective from the signing of the agreement until 31 August 2024 and may be extended for two more years.
