Inca improves its grade and obtains a B in transparency

The capital of Raiguer has managed to go from a 6.7 to an 8.1 and achieved the third best mark in the Balearic Islands and is the second most transparent municipality in Mallorca, according to the second wave of the analysis carried out by the Autonomous University of Barcelona.

Inca Town Council has obtained a score of 8.1 out of 10, in the second wave of the analysis carried out by the Autonomous University of Barcelona (UAB). Thus, the municipality improves its score and goes from 6.7 to notable, increasing its valuation by almost a point and a half more than in the first results.

According to this study, Inca ranks third in the Balearic Islands and is the second most transparent town in Mallorca. In fact, 88% of the local councils fail and only 8 of the 67 municipalities in the community achieve a pass mark (12%). Likewise, in the first wave, the capital of Raiguer was also among the few pass marks, but with a score of 6.7, a rating that has improved considerably.

“During the last few months, we have made an important effort to further improve our transparency. For us, it is an unavoidable commitment and we will continue working to increase citizen participation and the full integration of neighbours in the issues that affect them”, says Andreu Caballero, councillor for Participation and Transparency.

The methodology used by the UAB contemplates two main variables: transparency of the corporation and information for participation. Inca complies with 42 of the 52 indicators: all of the indicators referring to political representatives; 6 of the 7 referring to governing and representative bodies; 12 of the 16 referring to economic management and collective resources; 6 of the 7 referring to the municipality and public information, and 5 of the 9 referring to tools for citizen participation.

In December 2015, the Transparency Law 19/2013 came into force, which obliges central, regional and local administrations to publish on their websites all information of interest to citizens. The analysis model has been designed by the UAB and integrates 52 indicators that assess two types of validation criteria: that there is updated information on management and that it is correctly located and easy to find.
