The Ministry of Economic Affairs and Digital Transformation, through the General Secretariat for Digital Administration attached to the Secretariat of State for Digitalisation and Artificial Intelligence, is launching a new BETA version of “Mi Carpeta Ciudadana”. This version includes a mobile application, a website and a virtual assistant. These tools aim to simplify the relationship through the internet and improve the interaction between the administration and citizens in an accessible, proactive and personalised way from any device.
The Government is taking a further step towards bringing the Administration closer to citizens and facilitating a more fluid and closer relationship, simplifying access to information, developing personalised services and establishing new, more proactive channels of interaction. With this measure, progress is being made towards the goal of making 50% of digital public services accessible by mobile phone by the end of 2025.

“Mi Carpeta Ciudadana” is undergoing a complete overhaul, incorporating new functionalities and channels to streamline procedures with the administration and the flow of information.
In the BETA version, which is being launched today, any user can consult in an aggregated and agile way certain personal data and previous appointments managed by the Public Administrations, access pending notifications from the State Administration, numerous autonomous communities and local entities, and find out the status of their files being processed. The website also adds a Virtual Assistant that helps, through natural language processing, to facilitate the relationship with the administration.
New channels and functionalities: mobile app and website
“My Citizen File” includes as communication channels a mobile application, a web application and a conversational assistant.
To access, the user must authenticate using the methods available in the clave system, the common identification platform for public services: PIN key, Permanent Key, Electronic Certificate or DNIe. If you have not yet registered, you can also do so by video identification with an operator. You can obtain more information on this and on how to register on the Cl@ve information portal.
Among the functionalities and services available are a personal summary of the user and a calendar to consult previous appointments or expiry dates for procedures related to ID cards, passports, driving licences and MOT. In the app, users can configure their home page with their favourite services and access them more easily.
Services are available in “My Citizen Folder”.
Different services are also available for consulting personal data in the educational field (university and non-university qualifications, scholarship holder status or university enrolment); Housing (real estate and census data); Health and Social Affairs (degree and level of disability and access to the COVID certificate application); Personal and family situation (large family certificate, no criminal record or no record for sexual offences); Work and Retirement (job application and benefits, and access to working life); and Vehicles and transport (driver data and points balance and vehicle data).
In addition, “Mi Carpeta Ciudadana” (My Citizen Folder) allows you to consult the status of the files in progress, both in the General State Administration and in the Autonomous Communities that have already joined. It also provides information on notifications and administrative communications pending collection that has been issued by the State Administration and the numerous Autonomous Communities, local entities and universities that offer their notifications through the Single Enabled Electronic Address (Dirección Electrónica Habilitada Única – DEHú).
After this first BETA version, “Mi Carpeta Ciudadana” will be in constant evolution in order to include an increasing number of functionalities for the citizen, minimising as much as possible travel and the unnecessary use of face-to-face resources.
In order to involve all stakeholders who wish to participate in this process in its design and future evolution, this new version of “Mi Carpeta Ciudadana” provides users with a form to send their comments and contributions, thus enriching the user experience in a process of continuous improvement and moving towards a service that is increasingly adapted to the needs of citizens.
Virtual Assistant
The “My Citizens’ Folder” website includes a new conversational assistant, called “Ada”, capable of understanding the user’s needs and guiding him/her to the corresponding section where the requested information appears. The aim of this is to facilitate access for people with disabilities and those less familiar with the digital environment.
“Ada” will continue to learn and advance in its functionalities in order to help citizens in their relationship with the Administration.
Digital Transformation of Public Administrations
With this launch, Mi Carpeta Ciudadana advances in the digitalisation of public administrations, within the framework of the Recovery, Transformation and Resilience Plan, the España Digital agenda and the Public Administration Digitalisation Plan.
Specifically, this is the first mobile application within the media App Factory of the Public Administrations Digitalisation Plan, which aims to promote the development of quality mobile services for the main public services and to create a community of open source developers around the Administration. The goal is for 50% of digital public services to be accessible via mobile by the end of 2025.
