In the memorandum, both ministries are also committed to creating opportunities for exchange and debate between young people from the two countries to encourage their social and political participation. Rego defended the importance of public policies having not only a youth perspective but also the direct and active participation of young people.

In this regard, the minister highlighted the work undertaken by the Ministry of Youth and Children in drafting the future youth law, in the preparation of which young people have participated through sectoral and territorial meetings.

In addition, both countries will promote the exchange of experiences also in areas such as institutional cooperation, youth mobility and volunteering, youth networks and information systems, and youth employment and training, among others.

In 2024, Spain and Portugal already jointly held the General Assembly of the Eurodesk information network in the Eurocity of Chaves-Verín. The meeting of the European network of information and guidance for young people on EU programmes and initiatives was organised by the Youth Institute (Injuve), in collaboration with the Portuguese National Agency.
