A commitment to fairness, excellence and the protection of athletes
The Government of the Balearic Islands, through the Directorate General of Sports and the Balearic Sports Foundation, has presented to the Balearic federations the new CTEIB sports technification model, a key reform that modernises the high-performance system in the Balearic Islands, adapting it to the current standards of public management and development of sporting talent.
This new model responds to the demands of the Balearic Sports Assembly, ensuring that the criteria for the distribution of resources are equitable and aligned with the principles of transparency and efficiency in the use of public funds. All sports federations in the Balearic Islands will be eligible for monitoring and technification programmes if they meet the established requirements, thus ensuring fairer access based on sporting merit.
‘The CTEIB is governed by three main axes: sporting performance, educational excellence and the overall welfare of the athlete,’ said the director general of sports, Joan Antoni Ramonell, during his presentation. ‘This new model reinforces these principles, ensuring that each athlete receives the appropriate resources for their progression, from the detection of talent to their consolidation in top competition’.

The Government activates the final phase of implementation of an ambitious new model of sports technification
An athlete-centred model and collaboration with the federations.
The reform redefines the levels of technification, establishing a progressive structure that allows each athlete to receive the necessary support at each stage of his or her career. In the levels of monitoring and federative technification, the autonomous federations take on a leading role in management, responding to one of the main requests made through the Balearic Sports Assembly.
In the case of state programmes, which will continue to be managed by the CTEIB, a system of multi-annual strategic plans and annual operational plans is established, in which the federations will also play an active role in their design and supervision.
The new concept of ‘scholarship’: a more flexible and accessible ecosystem
One of the major novelties of this model is the introduction of the scholarship concept, which broadens the opportunities for athletes.
‘Access to technical training will no longer depend exclusively on the existence of a programme in a specific speciality’, explained the manager of the Balearic Sports Foundation, Eladi Huertas. ‘With the scholarship system, athletes will be able to access multiple resources depending on their results and their commitment to technification, which represents a paradigm shift in talent management’.
This innovation is part of the Government’s aim to generate a more inclusive sports ecosystem adapted to the real needs of athletes, ensuring that every young Balearic talent has the opportunity to develop in the best possible conditions.
Safety and well-being: a priority of the new model
The new CTEIB model also reinforces the athlete protection protocols, in line with the Law for the Integral Protection of Children and Adolescents against Violence (LIPIVI) and the protection system implemented by the Balearic Sports Foundation.
This ensures that young talents not only have the best resources to train and study but also that they do so in a safe, supervised environment, free from any form of abuse or violence.
With this transformation, the Government of the Balearic Islands reaffirms its commitment to equity and excellence in high performance, consolidating the CTEIB as a benchmark in the development of sporting talent in the Balearic Islands and nationally.
