The meeting organised by the Consell de Mallorca together with the Fundación Democracia y Gobierno Local and the Federación Española de Municipios y Provincias (FEMP) will be held on 20 and 21 March and will bring together the highest representatives of these institutions.

Mallorca will host for the first time the 6th Conference of Presidents of Provincial Councils, Island Councils and Island Councils, a meeting that will bring together the heads of these institutions on the 20th and 21st of March at the Palma Conference Centre. The conference, organised by the Consell de Mallorca together with the Fundación Democracia y Gobierno Local (Democracy and Local Government Foundation) and the Federación Española de Municipios y Provincias (FEMP), will provide a forum for the coordination and promotion of strategic policies for intermediate local governments in Spain.

The Councillor for the Presidency, Antoni Fuster, stressed that ‘this meeting being held in Mallorca is an important milestone because it places our island at the centre of the debate on public management at the national level’. The event is always hosted by one of the members of the Board of Trustees of the Fundación Democracia y Gobierno Local, of which the Consell de Mallorca has been a member since 2022.

The conference, which resumes after three years without being held, will address two key issues for the future of public management: responsible tourism and digital transformation, with a special focus on artificial intelligence and cybersecurity.

Confirmed attendees include the presidents of the provincial councils of Albacete, Alicante, Almería, Ávila, Badajoz, Barcelona, Cáceres, Cádiz, Ciudad Real, Eivissa, Girona, Guadalajara, Huelva, Huesca, La Palma, Lugo, Menorca, Ourense, Palencia, Pontevedra, Salamanca, Seville, Soria, Valencia, Valladolid and Zamora, as well as the vice presidents and other authorities of León, Lleida, Málaga and Tarragona.

Conference programme

The event will kick off on Thursday 20 March with an institutional visit to Palma Cathedral, after which the opening ceremony will be held at the Palacio de Congresos with the participation of the President of the Consell de Mallorca, Llorenç Galmés, the President of the Fundación Democracia y Gobierno Local and the Diputación de Barcelona, Lluïsa Moret Sabidó, and the President of the FEMP and Mayoress of Jerez de la Frontera, María José García-Pelayo. The programme will also include a visit to the Palau del Consell and the old quarter of Palma.

This will be followed by the inaugural conference ‘Past, present and future of intermediate local governments’, given by Tomàs Font, Professor of Administrative Law at the University of Barcelona.

Two round table debates will be held on Friday 21 March. The first, moderated by the Councillor for Tourism of the Consell de Mallorca, José Marcial Rodríguez Díaz, will address the challenges of responsible tourism. The second, focused on digital transformation, will be moderated by the Mayor of Calvià, Juan Antonio Amengual Guasp. Both roundtables will be attended by experts in administrative law and representatives of provincial councils, councils and island councils.

One of the highlights of the meeting will be the presentation and approval of the Joint Declaration, a document that will include the commitments acquired during the conference and will set out a common roadmap for strengthening cooperation and modernisation of these institutions. The event will be closed by the President of the Consell de Mallorca.
