It will advise the CAIB Administration to guarantee compliance with personal data protection regulations.
The Consell de Govern has today approved the Decree regulating the Data Protection Delegation of the Administration of the Autonomous Community of the Balearic Islands. This is the latest step after the Government had already approved the Decree on the personal data protection policy of the Administration of the CAIB and the Decree creating and regulating the organisational structure of the data protection of the Administration of the CAIB, making it an unprecedented regulation in the Balearic Islands.
Until now, neither Organic Law 3/2018 on Personal Data Protection and the guarantee of digital rights nor Regulation (EU) 2016/679 had been promoted or developed in the Autonomous Community of the Balearic Islands. With this decree, the Government is provided with an independent and expert body in data protection through this Delegation, which will be attached to the General Secretariat of the Ministry of the Presidency and Public Administrations, and which will provide support and advice on this matter.

The Data Protection Delegation of the Administration of the CAIB is created and regulated
This Government is well aware of the importance and sensitivity of the personal data processed by the Administration and of the dangers that have arisen in recent years when public administrations – which are responsible for the processing of personal data – have become a priority target for cybercriminals and cyber-attacks. Such attacks can trigger major consequences such as destruction, loss, unlawful alteration or unauthorised access to sensitive personal data, putting citizens’ rights and freedoms at risk.
With the creation of the Data Protection Delegation of the Administration, the Autonomous Community of the Balearic Islands completes its own data protection structure which, in addition to this new Delegation, has its own data protection policy and structure, made up of:
The Data Protection Commission.
The Technical Committee of Personal Data Protection Coordinators.
The committee of data controllers for each of the ministries.
The personal data protection coordinators of each ministry.
Likewise, to implement this policy, the Balearic School of Public Administration (EBAP) has already begun to give specific training courses on this subject to the staff of the ministries. The EBAP will also develop and carry out continuous training programmes and specific training activities aimed at raising awareness and training staff.
At present, the Government of the Balearic Islands has two personal data protection web portals: one portal on the Intranet for CAIB staff, and another on the Internet to offer citizens a quality public service in personal data protection and to enable citizens to exercise their rights.
