This competition seeks the best technical proposal for the construction of the Conservatori Superior de Música, the Escola Superior d’Art Dramàtic and the Escola Superior de Disseny
The Balearic Institute of Infrastructures and Educational Services (IBISEC) of the Regional Ministry of Education and Universities has announced the ideas competition for the drafting of the projects of the Conservatori Superior de Música, the Escola Superior d’Art Dramàtic and the Escola Superior de Disseny, which will be built in the new District de les Arts de Palma, right next to the current Conservatori. The site will also house the new university residence, with a capacity for 120 people, and a new institute of integrated studies (PEI).
The call for ideas has been published in the Official Journal of the European Union (OJEU) and subsequently on the Public Procurement Platform. Individuals or architectural firms interested in participating now have one month to submit merits related to their experience in the sector in the first phase. An evaluation committee will select the three best candidates, who will move on to the next phase.

Education calls the ideas competition for the drafting of the project for the new District de les Arts
In the second phase, the three candidate teams will present the documentation of their proposal anonymously, identified only by a slogan. The jury will be made up of 12 members, among them the Director General of Housing and Architecture of the Ministry of Housing, Territory and Mobility, who will act as president; technicians from IBISEC and the Ministry of Education and Universities, as well as the directors of the Conservatori Superior de Música, the Escola Superior d’Art Dramàtic and the Escola Superior de Disseny de les Illes Balears, who will evaluate the three proposals according to technical criteria and score them. Once the winner has been determined, the identities of the finalists will be revealed.
The winning team will receive a prize of €15,000 (excluding VAT) and will be responsible for the basic and executive project, as well as the construction management of the Conservatori and the two schools, with an estimated budget of €2,267,713.68. The second and third-place winners will receive a prize of €10,000 each.
The president of the Govern de les Illes Balears, Margalida Prohens, and the councillor for Education and Universities, Antoni Vera, presented the District de les Arts project in March.
With the new District de les Arts, included in the Educational Investment Plan, the Government reaffirms its commitment to the promotion and transformation of higher artistic studies in the Balearic Islands. This strategic project, with a surface area of approximately 20,000 m² and a global investment of almost 70 million euros, aims to improve the quality of these studies and, at the same time, reinforce their visibility and accessibility for all citizens.
To make this possible, an innovative educational environment will be created in which the buildings destined for these studies will be integrated into a large urban park in order to encourage interaction between architecture, nature and creativity.
This initiative will not only strengthen the artistic training offer, but will also favour the connection between emerging talent and the community, and consolidate the District de les Arts as a reference centre for innovation and creation in the cultural sphere.
