The agreement guarantees the validation of the Decree-Law and its processing as a bill in Parliament, in which the agreed measures will be introduced.
It will make it possible to extend the figure of the PREs to other municipalities and will give local councils the possibility of including transitional areas if approved by the Plenary.
The agreement foresees actions to use up urban land, preserve affordable housing for civil servants and measures against squatting.
The Govern de les Illes Balears and the parliamentary group VOX have agreed on a series of improvements to provide more affordable housing for citizens living in the Balearic Islands by extending the scope of the Decree Law on urgent actions aimed at obtaining land through strategic residential projects (PRE). This agreement guarantees the validation of this Decree-Law, which will be put to the vote this Tuesday in the Parliament of the Balearic Islands, and its processing as a bill in the Chamber, a phase in which the agreed measures will be incorporated into the regulatory text through amendments.

The government and the VOX parliamentary group agree on improvements to facilitate more affordable housing for residents by extending the scope of the Decree Law on strategic residential projects
This Decree-Law, which incorporates the new figure of the PRE to unblock and streamline urban and developable land and optimise the use of this land in the municipality of Palma, to create more affordable housing, will expand its scope following the agreement between the Government and VOX with a series of measures. Among them, is one that will allow the creation of strategic residential projects in other municipalities in the Balearic Islands as a whole, with more than 10,000 inhabitants. To this end, the PRE must have the report of the corresponding island council.
This Decree-Law aims to unblock urban and developable land to increase the supply of affordable housing for residents, and to opt in the first instance to take advantage of this land. At a later stage, the agreement envisages incorporating the possibility of extending the scope of the ERPs to areas qualified as transition areas in municipalities with more than 20,000 inhabitants. In this case, it will be the decision of each local council, and will require the agreement of the Plenary of the council, provided that the requirements regulated in the future law are met, in terms of the continuity of the urban fabric, connectivity and current availability of developable land in the municipality, among others; and it must be carried out by means of a planning modification that must be approved by the respective island councils.
The approved Decree-Law foresees that 50 % of the dwellings in the ERP are reserved for housing under a protection regime (public protection housing or limited-price housing) and that, in addition, 15 % of the land use must be transferred to the municipality for the construction of public protection housing. In addition, for ERPs that are developed on land in transition areas, an additional reserve for social housing is foreseen.
The agreement reached to incorporate new measures during the parliamentary process also provides that, of the land that the developer must cede to the city council for the construction of public housing, a percentage will be reserved for housing for displaced civil servants, such as state security forces and corps, health, teachers or justice officials, among others.
Furthermore, through this agreement, the Govern de les Illes Balears and the Vox group agree to introduce measures aimed at limiting access to housing aid and access to subsidised housing for people convicted of squatting offences; and also to include economic compensation for those affected by squatting cases, relating to the expenses produced by such actions.
