The Consell de Mallorca and PLAVIB Sign a Collaboration Agreement to Establish a Public Volunteer Policy in Mallorca

The agreement aims to launch, for the first time, an island-wide volunteer plan that defines strategic lines to strengthen the associative network and citizen participation.

The President of the Consell de Mallorca, Llorenç Galmés, and the President of the Balearic Islands Volunteer Platform (PLAVIB), Toni Sorà, have signed a collaboration agreement to launch the Island Volunteer Plan— a strategic tool to organise, promote, and strengthen public volunteer policies on the island. Also present at the signing ceremony were the Minister of the Presidency, Antoni Fuster, and on behalf of PLAVIB, the Director Marga Gayà, the Secretary Miquel Coll, and the Board Member Ana Belén Velasco.

The Consell de Mallorca and PLAVIB Sign a Collaboration Agreement to Establish a Public Volunteer Policy in Mallorca

The agreement, which will be in effect until 2027, is funded with a maximum amount of €191,287.24 for its three-year duration.

With this agreement, the Consell joins forces with the leading volunteer organisation in the Balearic Islands, PLAVIB. PLAVIB has a long history in training, promotion, and sector development and brings together more than 50 active organisations. Collaboration with PLAVIB is key to ensuring effective execution, as the entity has the technical resources and expertise required to implement the Plan successfully.

The President of the Consell highlighted that the collaboration “puts the Plan in the hands of an agent with real operational capacity, rooted in the island’s reality, and trusted by the sector itself. It’s a commitment to ensure that volunteering in Mallorca not only grows but does so with quality and coherence.”

He also acknowledged “the essential work carried out by volunteer organisations and individuals across Mallorca, who, through their commitment and dedication, contribute daily to building a more cohesive, supportive, and just society.”

Law 11/2019 on volunteering establishes that island councils must plan and implement public policies in this area. Despite this legal requirement, the Plan had not previously been launched.

Now, the agreement will enable the implementation of specific actions in areas such as advising, training, volunteer recruitment and recognition, as well as public awareness and outreach efforts.

The Island Volunteer Plan is structured around four strategic lines: coordination between stakeholders and institutions; technical and financial support for organisations; promotion, information, and recognition of volunteering; and training and research to improve the quality of volunteer action.

Among the Plan’s most notable actions is the creation of the Mallorca Volunteer Roundtable, a permanent space for dialogue and exchange with organisations, designed to share proposals, monitor public policies, and strengthen the sector’s involvement in decision-making. The creation of the Volunteer Coordination Space is also envisioned, made up of technical staff from the Consell and local municipalities, aimed at improving institutional coordination, sharing good practices, and ensuring coherent territorial application of the Plan.

Other actions include the creation of a catalogue of public spaces available for use by social organisations; the development of awareness and volunteer recruitment campaigns; and the promotion of specific training aimed at both volunteers and professionals within the organizations.

The Island Plan includes a monitoring and evaluation system to ensure the actions are implemented and achieve the intended results. Annual reports will be prepared to review implementation, and a final evaluation will take place in 2027. Additionally, the Plan may be adapted if needs or context change, with the participation of organisations through bodies such as the Volunteer Roundtable and the Coordination Space, which will help assess and propose improvements.

In this way, the Consell de Mallorca launches a strategic collaboration that will allow the effective deployment of the Island Volunteer Plan and move toward a more structured, coordinated, and territory-adapted model for the island.
