The Balearic Housing Institute (IBAVI) has transferred a residential property in Ciutadella to the Menorca Island Council to be used for the specialised and comprehensive care of minors with behavioural problems. The agreement aims to strengthen social services on the island.
The Minister of Housing, Territory, and Mobility of the Balearic Government, José Luis Mateo, and the President of the Menorca Island Council, Adolfo Vilafranca, have signed a collaboration agreement for the transfer of the 107-square-meter, four-bedroom home. The island council will be responsible for the property’s administration and management.

IBAVI Transfers a Home to the Menorca Island Council for Minors with Behavioural Issues
The apartment transferred by IBAVI will serve as a residential care facility for minors under the protection and guardianship of the Island Council. As noted by Carmen Reynés, the Island Minister of Social Welfare, this is a new resource in Menorca. Until now, minors requiring this type of care had to be relocated to Mallorca through an agreement with a residential centre there.
The goal is to provide specialised and integrated care to young people with behavioural issues on the island, tailored to their specific needs, thereby avoiding the need for relocation. This will prevent family separation, which often hinders reintegration efforts and the child’s eventual return to their family environment.
With this new agreement, IBAVI now has a total of 19 properties in Menorca allocated through agreements with third-sector entities or public administrations, intended for vulnerable populations and specific needs. Of these, 11 homes are designated for emergency housing situations, four for minors or youth at risk of social exclusion, three for women who are victims of gender-based violence, and one for individuals with physical or mental disabilities.
