To be applied in the upcoming call for 347 positions across 28 professional categories
The Health Sector Committee has today approved a new merit-based scoring system applicable to future selection processes for permanent statutory personnel in A1 healthcare categories, as well as the biologist category. This new scoring system will be implemented in upcoming competitive exams (concurso-oposición) covering 347 positions in 28 professional categories.
In addition, the Committee has approved new scoring criteria for the dietitian-nutritionist and speech therapist categories, which will open their respective staffing pools for the first time. The new merit scale has also been approved for use in voluntary internal transfer processes to fill vacant statutory positions in categories belonging to the A2, C1, and C2 subgroups.

Health Department Approves New Merit-Based Scoring System for A1 Healthcare Selection Processes
Furthermore, the committee has unanimously agreed to extend the career development call to 2025 within this year. The new Career Development Agreement, approved in July 2024, included two procedures:
- an extraordinary call for the 2018–2022 period (now completed), and
- a simplified call for 2023 and 2024 (still pending), which is now planned to be extended to include 2025.
Currently, 10,309 professionals in the Balearic Health Service have recognised career development status.
To date, the Health Service has paid €16 million in back payments for the 2018–2020 extraordinary period.
This exceptional recognition is expected to result in a total cost of €133.5 million.
The 2024 agreement also provides for a simplified procedure to recognise the first level of career progression or to advance levels, taking into account not only years of service but also training, teaching, and research merits.
The simplified 2023 call is expected to cost €14.2 million, and the 2024 call €2 million.
The total cost of the global career development agreement is €189.9 million, of which €149.8 million corresponds to back payments from 2018–2024, and the remaining €40.1 million is allocated to the reactivation of the career development system.
Finally, the committee has approved a modification to Article 17 of the 2022 Health Sector Committee Agreement, regarding bonuses for hard-to-fill positions for medical residents.
Thus, statutory healthcare personnel in subgroups A1 and A2 who complete their residency in Menorca, Ibiza, or Formentera and subsequently accept a three-year appointment in these areas under the Balearic Health Service may receive a one-time payment of €4,800 (A1) or €3,360 (A2).
