The Governing Council has approved the addition of four new housing units, which will help reduce the waiting list for the social integration service.
The Governing Council of the Institut Mallorquí d’Afers Socials (IMAS) has today approved a new amendment to the contract for the “Housing First” service, which provides a residential solution linked to a socio-occupational integration pathway for individuals experiencing homelessness in Mallorca.
Specifically, the regional institution will incorporate four new housing units, enabling it to address the growing demand and reduce the current waiting list. This expansion represents an additional investment of €55,945.03, reinforcing IMAS’s commitment to social inclusion policies that place socio-occupational reintegration at the centre of attention.

IMAS Expands the “Housing First” Program to Reduce Waiting Lists and Improve Access to Housing for People at Risk of Social Exclusion
“Our goal is to ensure that no one in a situation of exclusion is left behind. This expansion of the Housing First service is another step in our mission to offer tailored responses to the real needs of the users,” said Guillermo Sánchez, President of IMAS and Minister of Social Welfare.
The “Housing First” program, which is part of the Public Social Integration Network of Mallorca (Xarxa Pública d’Inserció Social de Mallorca), has become a proven success model. It guarantees residential stability while also providing a structured pathway toward social and professional reintegration for people in or at risk of social exclusion. The program currently offers individual housing as a dignified and safe alternative for individuals in critical situations. In total, 140 homeless individuals are currently benefiting from the “Housing First” and “Housing Led” programs of the Consell de Mallorca.
Legal Advisory Council Report on Norai Compensation Claim
During the same session, IMAS President Guillermo Sánchez informed the Governing Council of the receipt of a report from the Consell Consultiu (Legal Advisory Council), which recommends the payment of over €140,000 in compensation to the Fundació Amés. The compensation is for damages caused by the revocation of contracts and the ordered closure in November 2021 of the Norai center, located in the Son Roca neighborhood, due to security and coexistence issues involving unaccompanied migrant minors housed at the facility.
New Protocol for Child Protection in Palma
In addition to these matters, the Minister of Social Welfare also informed council members of the new Collaboration and Coordination Protocol signed yesterday between the Social Services of the Palma City Council and the IMAS Childhood and Adolescence Service. The protocol aims to strengthen child protection for at-risk minors and includes specific case reporting procedures, processes for returning and reassigning cases to technical staff, unified action criteria for professionals working across both systems, and the creation of joint working groups as tools for communication, coordination, and resolution of specific case scenarios.
