The Vice President of the Balearic Government and Minister of Economy, Finance and Innovation, Antoni Costa, presented two new services developed by the Balearic Islands Tax Agency (ATIB) during a visit to the Sant Antoni de Portmany Town Hall: the Single Responsible Declaration (DUTI) and the flexible tax payment system. Both initiatives are designed to simplify tax processes and reduce bureaucracy for citizens.
Costa was joined at the event by the mayor of Sant Antoni, Marcos Serra, and ATIB’s tax administrator, Alberto Roibal. The Vice President emphasised that these programs represent “two major steps toward making the relationship between citizens and the administration easier.”
The DUTI allows individuals to submit a single declaration for real estate transactions that involve multiple local and regional taxes, replacing the current requirement of filing separate documents for each tax. This includes the Property Transfer Tax (ITP), Property Tax (IBI), municipal capital gains tax, and the waste collection fee. Municipalities across the Balearic Islands can adopt this system at no cost and without the need to be fully integrated with the ATIB.

ATIB Launches New Measures to Simplify Tax Procedures: DUTI and Flexible Payment Plans
Costa highlighted that the collaboration between three different tax administrations has made this simplification possible, enabling a streamlined process for real estate transactions.
The second initiative, the flexible payment program, allows taxpayers to choose how and when to pay certain taxes, such as the vehicle circulation tax. Payments can be made in full, in partial amounts, or scheduled in advance throughout the year, adapting to each taxpayer’s financial situation. This personalised approach aims to make it easier for residents to fulfil their tax obligations.
The program applies to periodic municipal taxes such as the IBI, Economic Activity Tax (IAE), vehicle tax, and other local service fees (e.g., garbage collection, water supply, sewerage, parking permits). It also extends to the regional tax on tourist stays in rental homes and campgrounds.
Taxpayers can access the service via ATIB’s online platform, the “Cartero Virtual” (www.atib.es), using their ATIB taxpayer code, digital certificate, electronic ID, or the Cl@ve system. Both domiciled and non-domiciled payments are supported, offering options for one-time payments, partial payments, or account-based deductions—described by ATIB’s Roibal as “a kind of tax current account.”
In 2024, ATIB managed over 2 million receipts in the voluntary payment period, covering 625,161 taxpayers and collecting a total of €491 million. Specifically, in Sant Antoni de Portmany, ATIB processed 54,380 receipts from 19,968 taxpayers, totaling €17 million. The municipality has partnered with ATIB for local tax collection since 2018.
Mayor Serra thanked the Balearic Government for its efforts, noting that the new measures help bring the administration closer to the people by making local government interactions more efficient and user-friendly.
