President Llorenç Galmés Announces Vehicle Entry Law for Mallorca to Be Presented in June

During the General Policy Debate held this Monday, the President of the Consell de Mallorca, Llorenç Galmés, announced that the draft of the proposed law to regulate vehicle entry into the island will be completed in the coming days. This draft will be presented to the island’s political groups in mid-June and later to the Mobility Commission.

Galmés revealed several points that will be regulated by the new law, including introducing a fee for vehicles that do not pay taxes in the Balearic Islands and a maximum limit on rental cars.

The president explained that “the full Consell will determine, either annually or biennially, the vehicle cap, prioritising electric and non-polluting vehicles.” Exemptions from the restrictions will include vehicles owned by residents, people with reduced mobility, emergency services, security forces, goods transport vehicles, and commercial distribution vehicles. Additionally, non-residents who own a property in Mallorca will be allowed to circulate with one vehicle per owner, provided the vehicle is fiscally registered at that address.

In his speech, Galmés stated that “bold decisions will be made to address one of the island’s major challenges: ending road traffic congestion.” He emphasised the need for the law to be debated and agreed upon by both political sectors and key stakeholders. He urged all political groups to support the initiative, which is “necessary and demanded by citizens,” to ensure it passes with a broad majority and endures through future legislative periods.

Galmés affirmed that “we aim to approve the vehicle entry cap in the coming months and have the law passed by the Parliament during this legislature.”


Large-Scale Wind Farms to Be Eliminated

President Galmés also announced the removal of 24,000 hectares allocated for wind turbines up to 50 meters high, currently permitted by the Territorial Plan. He recalled that the fourth amendment to the PTI (Territorial Plan of Mallorca) began the process to expropriate the Alaró Castle to preserve it and make it public for all Mallorcans. He also mentioned that 17 errors identified in the third amendment of the Territorial Plan from the previous legislature, such as reduced protection of Special Natural Areas (ANEI) and port expansions like Alcúdia, have been corrected.


Increased Social Benefits and Residential Spaces

In social welfare, Galmés announced the expansion of the Social Inclusion Network through the purchase of a 50-bed residential building for €1.2 million. This will triple the number of public social inclusion spaces within two years.

The Consell will also approve a new Basic Benefits Plan worth €25.5 million over three years to help finance municipal social services, representing a 20% increase from the previous plan.

Additionally, Galmés noted that the number of residential spaces under IMAS has grown by nearly 10% during this legislature, thanks to the opening of the Hermanitas centre in Palma and the Miquel Mir residence in Inca.


“Promotion” Dropped from Mallorca Tourism Foundation

The Consell de Mallorca will eliminate the word “promotion” from the statutes of the Mallorca Tourism Foundation, which will soon be approved. According to Galmés, the foundation will be renamed the Responsible Tourism Foundation of Mallorca. “By removing the word promotion, we are choosing to raise awareness and promote responsible tourism abroad,” said Galmés.
