The Consell de Govern has authorized the launch of a new scholarship program offering up to €6,000 for young candidates under the age of 35 who are preparing for civil service exams for hard-to-fill positions within the Administration of the Autonomous Community of the Balearic Islands.

New Scholarships of Up to €6,000 Approved for Young Civil Service Exam Candidates Applying for Hard-to-Fill Public Sector Positions
Experience from the Balearic School of Public Administration (EBAP) in managing selection processes has revealed that some professional fields face a high demand for qualified personnel but lack a sufficient number of applicants. This situation creates competition and challenges in filling vacancies, affecting the efficiency and continuity of both public and private services in these areas.
To address this issue, the Government of the Balearic Islands has decided to introduce a new line of grants aimed at encouraging participation in competitive exams and supporting candidates applying for roles in specific government bodies, scales, and specialties within the special administration of the Autonomous Community. These positions are part of the public employment offers for the years 2022, 2023, and 2024, where recruitment has proven particularly difficult. The program is funded with a total budget of €300,000, distributed as €150,000 in 2025 and €150,000 in 2026.
This marks the first official scholarship program designed specifically to promote participation in competitive exams and support the efforts of young candidates, with the aim of attracting new talent and ensuring generational renewal in public administration in light of the high number of retirements expected in the coming years.
The scholarships will be awarded through EBAP to candidates up to 35 years old applying for positions in groups and subgroups identified as difficult to staff within the regional administration and its dependent autonomous bodies. These include fields such as architecture, engineering (industrial, forestry, agronomy, civil), IT, telecommunications, pharmacy, veterinary medicine, general and occupational medicine, physiotherapy, and nursing.
To be eligible for the scholarship, applicants must:
- Be under 35 years of age
- Have resided for at least five of the last ten years in a municipality in the Balearic Islands
- Be registered and admitted to a relevant selection process (meeting the academic and professional requirements for the specific position)
Regarding the disbursement of funds, the scholarship will be paid in two installments:
- The first 50% will be paid upon awarding of the scholarship
- The remaining 50% will be paid after the applicant has taken the first exam in the selection process and is verified to have achieved a minimum score of five points
