The Balearic Government Launches MOVES III 2025 with €9,382,064 to Support Electric Vehicle Purchases and Charging Infrastructure

The new round of electric mobility grants will apply retroactively from January 1st, but only for private individuals.

The Balearic Ministry of Employment, Business and Energy, through the Directorate-General for Circular Economy, Energy Transition and Climate Change, has announced the 2025 edition of the MOVES III program, which includes a total budget of €9,382,064.

The Balearic Government Launches MOVES III 2025 with €9,382,064 to Support Electric Vehicle Purchases and Charging Infrastructure

This new call for grants is divided into two programs:

  • Program I: €7,505,651 allocated for the acquisition of plug-in electric and hydrogen fuel cell vehicles.
  • Program II: €1,876,413 allocated for the installation of electric vehicle charging infrastructure.

The program will be retroactive from January 1st, 2025, but only for individuals (private citizens), not businesses.

The regional minister for Employment, Business and Energy explained that this budget seeks to further promote electric mobility in the Balearic Islands by offering financial incentives for the purchase of electric or hybrid vehicles and for installing charging equipment. The official also expressed regret that the program could not be launched at the end of last year, which would have allowed retroactivity to apply to private businesses as well. The delay was caused by the lack of approval from the Spanish central government.

He also noted that although the autonomous communities had requested a simplification of the administrative procedures—specifically, for car dealerships to take part directly in the application process—this was not accepted. Thus, the process will remain the same as in previous editions.

Diego Viu, Director General for Circular Economy, Energy Transition and Climate Change, emphasized that since it was not possible to extend the previous MOVES program, the Balearic government proposed during a sectoral conference to take the opportunity to revise the application method. They aimed to streamline the process and allow citizens to receive the funding more quickly. However, this proposal was not adopted.

Viu highlighted that the Balearic Islands, with the backing of the Minister, made a significant effort to expedite all procedures and become the first Spanish region to publish the 2025 MOVES III call. While no other region has published theirs yet, the Balearic Islands have already begun internal processing and plan to open the application period before the end of the month. They will also continue working with IDAE (Institute for the Diversification and Saving of Energy) to find fair solutions for businesses that may have been left out.

MOVES III 2025 will apply retroactively from January 1st, 2025, but only for individuals without economic activity, as current national regulations prohibit retroactive aid to businesses due to the incentive nature of such grants.

This edition also reinstates a 15% tax deduction for the purchase of a new electric vehicle that meets the criteria set out in the call.

Moreover, MOVES III allows aid recipients to justify their grant in less time than the standard period defined in the regulations. For grants under €100,000, a simplified justification will be accepted, in accordance with the Spanish General Subsidies Law.

The program is funded by IDAE, using funds transferred from the Spanish General State Budget, and will be coordinated by IDAE while the Balearic Government will act as the managing authority.
