The Balearic Islands: A Pioneering Region in Spain with a Dedicated Work-Life Balance Law
The Government of the Balearic Islands has approved the first-ever Work, Personal, and Family Life Balance Law, a locally developed regulation that establishes concrete measures to support the balance between professional responsibilities and citizens’ personal and family needs.
Among the key features of the law are flexible working arrangements, such as the implementation of a “time bank” within companies, allowing employees to adjust their working hours based on their personal needs and the company’s production requirements. The law also promotes flexible scheduling with limited mandatory presence periods, fostering improved work-life balance.

The Balearic Government Approves the First Work-Life Balance Law in the Balearic Islands
The Minister for Business, Employment and Energy, Alejandro Sáenz de San Pedro, stated:
“This is not just another law. It represents a decisive step toward a fairer, more modern, and more equal society. It is a real and effective tool for family well-being, personal development, and improved workplace productivity. It is a necessary, ambitious, and profoundly social law that stems from this Government’s commitment to its citizens and the daily realities of thousands of households, women, men, and businesses.”
This pioneering initiative also includes awareness-raising actions, with educational programs targeting children, teachers, and counsellors, along with public campaigns and recognitions for organisations that implement good practices in this field.
Support for families will be strengthened, including the free provision of early childhood education for children aged 0 to 3, and new measures will facilitate the reintegration of women into the workforce after maternity leave. The law encourages a more flexible division of caregiving responsibilities between both parents.
For businesses, the law establishes tax incentives for SMEs and self-employed workers, and bonuses for hiring temporary staff to cover parental leave.
Additionally, schools—including special education centers—may open outside regular school hours and during non-working periods, to support families with children who have specific educational needs.
The law will also promote mediation to resolve family conflicts related to work-life balance and will implement innovation programs aimed at continuing the progress toward a more equitable society.
These measures are part of the Government’s commitment to fostering a more flexible and fair working and social environment, enabling families in the Balearic Islands to better balance their responsibilities and personal aspirations.
It is worth highlighting that the Balearic Islands became the first autonomous community in Spain to adopt a comprehensive, dedicated Work-Life Balance Law.
