The Consell de Mallorca, through the Institut Mallorquí d’Afers Socials (IMAS), will invest a total of 27 million euros in municipal community social services over the 2025–2027 period. This amount represents a nearly 20% increase from the previous three-year period, reflecting a strong commitment to strengthening local social welfare. Each year, the Consell will allocate €9,000,096.19 to ensure stable and ongoing resources for Mallorca’s municipalities.
The signing ceremony took place this morning at La Misericòrdia. It was attended by the President of the Consell de Mallorca, Llorenç Galmés, accompanied by IMAS President and Social Welfare Councillor Guillermo Sánchez, the Island Director of Social Services, Childhood and Family, Apol·lònia I. Socias, as well as mayors and representatives from the municipalities of Mallorca and the Mancomunitat del Pla.

The Consell de Mallorca Increases Investment in Municipal Social Services to 27 Million Euros
Through these agreements, IMAS channels direct funding to each municipality to strengthen local social services teams and guarantee effective and high-quality care for vulnerable individuals and families. This funding will improve both the coverage and quality of municipal social services, ensure quicker responses to vulnerable situations, and enhance the technical capacity of local teams. Thanks to this sustained investment, municipalities will be able to promote preventive actions, reduce bureaucratic barriers in processing aid, and consolidate territorial coordination spaces to address emerging social challenges.
In addition, the new plan introduces two new funding lines open to all municipalities: one aimed at promoting community prevention—an essential tool for early detection of risk situations, reducing the chronicity of social problems, and strengthening neighbourhood cohesion; and another to fund new professional profiles within municipal social services teams. This new line enables each municipality to hire professionals tailored to its specific needs, such as social integrators, outreach educators, clinical assistants, pedagogues, or other roles related to social services.
At the same time, existing funding lines are reinforced to ensure the stability of established roles such as psychologists, social workers, educators, or administrative staff, to maintain stable and multidisciplinary teams throughout the island. In total, these two funding lines allocate 6.6 million euros for psychology professionals, 5.1 million for other municipal roles, and 3.3 million for community projects and emergency social assistance during the three years.
“The Consell de Mallorca is taking a decisive step to provide municipalities with more tools and ensure high-quality social services across the island,” said President Llorenç Galmés, who highlighted “the fundamental role of municipal social services as the first point of contact for many families in need of support.”
For his part, IMAS President Guillermo Sánchez emphasised that “this investment not only consolidates services but also drives new prevention and community improvement projects, tailored to the realities of each municipality.”
With this plan, the Consell de Mallorca reaffirms its commitment to a decentralised, close-to-the-community, and municipality-coordinated social services model that helps strengthen citizen wellbeing throughout the island. The Council will continue to work hand in hand with municipalities to ensure that social services remain a true pillar of cohesion and equal opportunity. This institutional collaboration is key to advancing toward a more just society, where no one is left behind due to a lack of resources or support.
