Spain becomes the first country to implement EU regulations aimed at ending fraud in tourist and short-term rentals, helping to ensure access to adequate housing.
Starting July 1, 2025, Spain will implement the new European regulation on short-term rentals. With this initiative, the Government of Spain—and by extension, the European Union—aims to tackle the housing challenges by introducing regulatory mechanisms that prevent fraud and foster a transparent rental market. These mechanisms are expected to help ensure citizens’ access to adequate and dignified housing.
To effectively promote this new regulation and raise awareness about its objectives and implementation, the Ministry of Housing and Urban Agenda has launched an institutional information campaign throughout June. The campaign will inform the public about the need for this regulatory tool and provide key details on the new Unified Short-Term Rental Registry before it becomes active.

Housing Ministry Launches Information Campaign Ahead of July 1 Activation of the Unified Short-Term Rental Registry
According to Regulation (EU) 2024/1028, all properties intended for tourist or temporary rental use must obtain a mandatory registration number to operate legally. As of July 1, any rental property without a valid registration code will not be allowed to operate.
To streamline the process of registering and identifying these properties, the Ministry has made available the Unified Rental Registry, a system that also facilitates oversight by public authorities. Additionally, the Digital One-Stop Rental Portal will centralise all procedures related to registration and data consultation, ensuring efficient and accessible management for all stakeholders.
How the New Procedure Works
Applications for a registration number have been open since January 2, 2025, when the regulation officially came into force. Compliance becomes mandatory starting July 1. The registration request must be submitted via the College of Property Registrars and must include the following documentation:
- The property’s cadastral reference and exact address
- The rental model (entire home or individual rooms)
- The maximum number of occupants
- Proof of compliance with regional requirements for operating short-term rentals
Once the registration is submitted and approved, property owners will receive a unique identification number, which must be clearly displayed on the online platforms used to promote their rental services. This process will ensure that only officially registered properties appear on public listings.
