- Spain reinforces its position in trustworthy, public-interest AI with the launch of ALIA, the first foundational AI model developed entirely in Spanish and co-official languages.
- A regulatory sandbox for high-risk AI systems positions Spain as a pioneer in Europe.
- Major investments include the National Quantum Technologies Strategy (€800M) and the PERTE Chip initiative (€12.25B) to boost the semiconductor value chain.
🏢 Digital Business and Entrepreneurship
- Nearly 75% of SMEs now have a basic level of digital intensity.
- Over 700,000 businesses have been digitised through programs such as Kit Digital, Kit Consulting, and Generación D.
- Spain counts 13 unicorns and has established the National Forum for Emerging Companies.
👨💻 Digitally Skilled Citizens
- 66.18% of the population has basic digital skills (EU average: 55.56%).
- Over 83% of young people are digitally proficient.

- Spain scores 88.75 in digital services for citizens (EU average: 82.20).

- Over 120 public entities now operate Security Operations Centres (SOCs) to detect and respond to cyber threats.
- Spain leads sustainability-linked digital initiatives like the National Green Algorithms Program and biodiversity, water, and energy data spaces.
- Spain is actively implementing the European Declaration of Digital Rights and Principles, supported by its Digital Rights Observatory.

- The 2025 report is part of the EU’s annual monitoring cycle of the Digital Decade 2030, which sets targets such as:

- Gigabit connectivity in all populated areas
