The Balearic Government and the Association of Water Suppliers of the Balearic Islands (ASAIB) sign an agreement to join the Single Property Transfer Declaration (DUTI)
A single declaration will now cover the Property Transfer Tax (ITP), Property Tax (IBI), municipal capital gains, waste collection fee, and the change of ownership for the water supply
The Vice President of the Government of the Balearic Islands, Antoni Costa, and the President of the Association of Water Suppliers of the Balearic Islands (ASAIB), Aina Maria Piña, signed today an agreement for the integration of ASAIB into the Single Property Transfer Declaration (DUTI).

The DUTI Will Also Allow for the Change of Ownership in Water Supply Contracts
The event, held at the headquarters of the Ministry of Economy, Finance, and Innovation, was also attended by Alberto Roibal, tax administrator of the Balearic Islands Tax Agency; Sandra Mayrata, ASAIB’s technical secretary; and board members Miguel Ángel Flaquer and Francesc Guerrero.
Since last year, DUTI has enabled any real estate transaction involving the payment of local and regional taxes to be processed through a single declaration, rather than having to submit a separate one for each tax. Moreover, in a move toward greater administrative simplification, all corresponding tax settlements are automatically generated. Now, thanks to this agreement with ASAIB, the change of ownership in water supply contracts can also be managed through the same process.
When purchasing a property, buyers typically need to submit four separate declarations—for the Property Transfer Tax (ITP), Property Tax (IBI), municipal capital gains, and the waste collection fee. With DUTI, these are now consolidated into a single declaration, and the change of water supply ownership is now also included. This system is available to all municipalities in the Balearic Islands that choose to implement it, at no cost and without requiring a connection to the ATIB.
The regional Vice President emphasized that, after successfully bringing together three tax administrations to simplify the property transfer process, “this agreement with ASAIB marks yet another step toward further streamlining administrative procedures.”
