A total of €11.4 million will go toward 40 day-care places and 146 residential care places for elderly people in a situation of dependency.
An additional €142,745 will be allocated for staff expenses related to the reservation centre of the Public Network for Dependency Care (XPAD) in Mallorca.
The Consell de Govern has authorised the Minister of Families and Social Affairs to allocate a maximum of €11,545,594.73 for expenditures resulting from a collaboration agreement between the Ministry and the Mallorcan Institute of Social Affairs (IMAS). The agreement covers the reservation and use of day-care and residential care places for elderly people in a situation of dependency, as well as the management of the reservation centre for the XPAD public care network in Mallorca, for the period 2025–2027.

The Ministry of Families and Social Affairs Allocates €11.5 Million to IMAS Care Facilities for the Elderly (2025–2027)
The distribution of funds is as follows:
- €2,075,899.22 from January to August 2025
- €4,008,679.28 from September 2025 to August 2026
- €4,093,649.50 from September 2026 to August 2027
- €1,367,366.73 from September to December 2027
The amount dedicated to the reservation and use of 40 day-care places and 146 residential care places, after applying a 25% co-payment, totals €11,402,849.72. The XPAD reservation centre management costs in Mallorca amount to €142,745.01 (or €47,581.67 annually), covering staff salaries.
IMAS manages contracted places at Mente 2 Day Centre in Palma and owns the Llar dels Ancians residence in Palma, Son Caulelles Residence in Marratxí, Miquel Mir Residence in Inca, and L’Hospici Day Centre in Felanitx. It also employs staff for managing the XPAD reservation centre in Mallorca, which oversees 46 day-care centres and 30 residential facilities.
The agreed-upon places are distributed as follows:
- 30 places at Palma Day Centre (currently contracted at Mente 2)
- 10 out of 25 places at L’Hospici Day Centre
- 60 out of 200 places at Llar dels Ancians residence
- 70 out of 100 places at Son Caulelles residence
- 16 out of 35 places at Miquel Mir residence in Inca
The agreement reflects the commitment of the Ministry of Families and Social Affairs and IMAS to collaborate in the care of dependent individuals. The goal is to offer comprehensive daytime care to help maintain or improve personal autonomy, support families and caregivers, and address needs from a biopsychosocial perspective—including guidance, rehabilitation, autonomy promotion, and personal care. Likewise, the residential care services provide continuous personal and health care, including housing, social interaction, and comprehensive support in facilities that can temporarily or permanently substitute the home environment.
