Joana Mª Cabrer Appointed Director of Teaching Staff and State-Subsidised Schools; Manuel Pavón to Lead Immigration and Development Cooperation

Margalida Darder will become Director General of Equality and Work-Life Balance, and María de la Luz Moreno will head the Directorate General for Labour and Occupational Health.

The Consell de Govern, which met today (Tuesday) in an extraordinary session, has approved the first appointments within the Executive’s new structure. This restructuring aims to strengthen key policy areas, better address the major challenges facing the Balearic Islands, and give renewed momentum to government action through the end of the current legislative term.

The Government Approves the First Appointments of Its New Structure

Accordingly, the Consell de Govern has approved the appointment of Manuel Pavón as the new Director General for Immigration and Development Cooperation, replacing Catalina Albertí. Born in Madrid in 1981, Pavón is a Deputy Inspector of the National Police Corps with extensive professional experience since 2005, particularly in immigration, border control, public safety, and citizen services. He holds a diploma and degree in Social Education from UNED and is currently pursuing a Law degree. In addition, he holds a master’s degree in Occupational Risk Prevention and is certified as a Senior Technician in Safety, Hygiene, Ergonomics, and Psychosociology. He has also completed a certificate in Security Management and holds several accreditations in private security, including training in border regulations and port protection.

Meanwhile, Joana Maria Cabrer has been appointed the new Director General for Teaching Staff and State-Subsidised Schools, a role previously held by Ismael Alonso. Born in Sant Llorenç des Cardassar in 1982, Cabrer holds a degree in Chemistry from the University of the Balearic Islands and has additional qualifications as a University Technician in Chemical Engineering and a University Specialist in Human Nutrition. She also holds a Diploma of Expertise in Innovation, Teaching Methodology, and Assessment in Education from La Salle’s Higher Centre for University Studies. She has worked as a secondary school teacher in several schools across Mallorca since 2007, including San Antonio Abad, Madres Escolapias, San Felipe Neri, La Salle Pont de Inca, IES Josep Maria Llompart, and IES Puig de Sa Font. Since June 2023, she has also served as Councillor for Education, Sports, and Festivals in the Sant Llorenç des Cardassar Town Council.

Additionally, Margalida Darder Bover will be the new Director General for Equality and Work-Life Balance. Born in Manacor in 1983, she holds a degree in Pharmacy from UCH-CEU and has served as Deputy Director of Pharmacy for the Balearic Islands Health Service since 2023. Previously, from 2007 to 2023, she worked in community pharmacy.

Finally, pending the formalization of her resignation from the Board of Directors of the Balearic Islands Employment Service (SOIB), María de la Luz Moreno Romero will assume the role of Director General for Labour and Occupational Health. Born in Palma in 1975, she holds a Law degree from the University of the Balearic Islands (UIB) and has served as Director of SOIB since July 2024. Previously, she worked as a lawyer at Garrigues Abogados y Asesores Tributarios (2002–2007) and for the companies Hotelbeds and TUI Travel Group. She also led the Labour Relations Department for companies within the Globalia Group.
