The Inca City Council is moving forward with the development of its first Local Health Plan—an essential tool designed to promote actions that improve the physical, mental, and social well-being of the community. The project is currently in the diagnostic phase, which is crucial for identifying the municipality’s real needs and setting the priorities for the plan.
To support this process, a public survey has been launched to gather residents’ opinions on the main health-related challenges and opportunities in Inca. The City Council encourages all citizens to take part.

Inca Launches Local Health Plan and Invites Residents to Participate in the Public Survey
“The Local Health Plan must be a useful and transformative tool, built from the ground up with the voices of the people. That’s why we want to listen to residents and involve everyone in shaping the future health policies,” stated Inca’s mayor, Virgilio Moreno.
Alongside the survey, an extensive field study is being conducted using a participatory methodology that includes in-depth interviews—both in-person and by phone—with councillors, technicians, coordinators, and representatives from various organisations, as well as focus groups. A workshop with children and youth will also be held to create an “emotional map” and collect their perspectives on well-being. The team will also gather relevant quantitative data from local services and institutions.
“This Health Plan aims to place health at the heart of all public policies—from urban planning to education, culture, and social cohesion. The diagnostic phase will help us understand the most urgent needs and where we should act as a municipality,” explained Health Councillor Maria Antònia Pons.
The Local Health Plan is based on a comprehensive vision of health and is being developed with a cross-sectoral, community-driven approach. The City Council is working with the social organisation Espiral to carry out the diagnostic phase, and the final version of the plan will be drafted once this stage is completed.
