The island institution will assign two civil servants to the Palma City Council’s Integrated Housing and Anti-Squatting Office through an agreement, aiming to provide a more effective response to these illegal practices.
The Consell de Mallorca and the Ajuntament de Palma have formalised a collaboration agreement to intensify the fight against illegal tourist accommodations in Palma. This agreement reinforces both institutions’ commitment to eradicating unauthorised activities and unfair competition in the island’s tourism sector.

Mallorca Island Council and Palma City Council Join Forces to Step Up the Fight Against Illegal Tourist Rentals
The agreement, presented this Thursday in Palma, establishes a cooperation framework between the Consell de Mallorca and the Ajuntament de Palma to combat the illegal tourist rental market in the island’s capital. The goal is to provide a more effective response “against intrusions, reduce the feeling of impunity, and prosecute all types of illegal offerings regardless of their domain—promoting peaceful coexistence between residents and visitors,” said the president of the island council, Llorenç Galmés, during the presentation.
Galmés added, “This agreement is another step in our strategy to protect Mallorca’s tourism model and safeguard the interests of our residents and the regulated sector. We are determined to become more effective in detecting and sanctioning illegal practices, which not only damage our image but also create coexistence problems in our municipalities.”
Meanwhile, Palma’s mayor, Jaime Martínez Llabrés, emphasised that Cort (Palma City Council) and the Consell are combining efforts to “offer a more direct and effective response to potential violations related to illegal tourist rentals.” Martínez Llabrés stated that this agreement “clearly shows our commitment to eradicating such activities” and thanked the Consell de Mallorca and its president for their involvement in addressing a complex issue that demands determination and decisive action to ensure a balance between the right to housing, neighbourhood harmony, and a sustainable, well-regulated tourism model.
As part of the agreement, the Consell de Mallorca, which holds inspection and sanctioning powers on the island, will assign two civil servants to the Integrated Housing and Anti-Squatting Office of the Palma City Council. These professionals will collaborate with local staff in combating illegal tourist rentals and will perform advisory, inspection, and sanctioning duties related to tourist rentals in Palma. For its part, the Ajuntament de Palma will provide a dedicated workspace in the office, along with the necessary office supplies and computer equipment to support their functions.
The agreement will remain in effect for four years from the date of signing, with the possibility of a four-year extension, and “lays the groundwork for joint and determined action against those who operate outside the law.”
